DECREE
ON FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF VOICE OF VIETNAM
Pursuant to the Law on Government Organization dated February 18, 2025;
At the request of the Minister of Information and Communications;
The Government of Vietnam promulgates a Decree on functions, tasks, powers and organizational structure of Voice of Vietnam.
Article 1. Position and functions
1. The Voice of Vietnam (VOV) is a Governmental agency, the Vietnamese national radio broadcaster and a key multimedia agency tasked with disseminating the guidelines and policies of the CPV and the policies and laws of the State; contributing to educate and raise the people's intellectual standards, serve the people's spiritual life by radio programs, printed newspapers and online newspapers.
2. The Voice of Vietnam is the international trade name in English and is abbreviated to “TNVN” in Vietnamese and “VOV” in English.
3. The VOV is under the state management of the Ministry assigned to perform state management of the press.
Article 2. Tasks and powers
The VOV shall perform the tasks and powers defined in the Law on Government Organization and the Government’s regulations on governmental agencies and the following tasks and powers:
1. Formulate and submit long-term, medium-term and annual strategies, programs and plans and significant projects of the VOV to the Government or the Prime Minister for consideration and approval, and organize the implementation thereof after they are approved.
2. Do researches and propose formulation and submission of national standards to competent authorities for consideration and publication; promulgate grassgroots standards in accordance with regulations of law.
3. Decide and take responsibility for contents, programs and duration of daily broadcasting on channels of the VOV, coverage and target audience of domestic and diplomatic information; direct and guide press agencies affiliated to the VOV to strictly comply with principles, purposes, tasks, directions of operation in accordance with regulations of law.
4. Participate in formulating strategies, programming and plans for dev eloping Vietnam's press system.
5. Organize manufacture, transmission, broadcasting, publication and storage of radio programs, electronic newspapers and printed newspapers in accordance with regulations of law. Organize manufacture of digital information contents in accordance with its assigned functions and tasks.
6. Manage, decide and organize execution of investment and construction projects within its jurisdiction in accordance with regulations of law; participate in appraising important projects and schemes within its sphere of professional knowledge at the request of the Government of Vietnam or Prime Minister.
7. Directly manage technical systems of the VOV specialized in manufacturing contents of domestic and international programs and channels; transmitting signals thereof on telecommunications infrastructures and broadband internet; broadcasting them via terrestrial and satellite radio modes; providing them on digital platforms of the VOV and others in accordance with regulations of law.
8. Organize the conduct of research and application of scientific and technological progress and digital transformation in the operation of the VOV.
9. Require international cooperation in terms of fields under the VOV's functions, tasks and powers in accordance with regulations of law.
10. Perform political tasks assigned by competent authorities and funded by the state budget; implement the financial autonomy mechanism in accordance with law; in the special case, the VOV shall propose and cooperate with relevant ministries and agencies in developing regulations on the specific financial autonomy mechanism of the VOV and submitting them to competent authorities for promulgation.
11. Exercise rights and responsibilities of the representative of state capital owners to establish and contribute capital to enterprises in accordance with regulations of law.
12. Decide and direct the execution of programs for administrative reform of the VOV according to targets and contents of the programs for state administrative reform approved by the Government or the Prime Minister of Vietnam.
13. Organize training and refresher training in the journalism profession in accordance with regulations of law.
14. Manage its organizational apparatus, public employees and workers; organize appointment, re-appointment, internal transfer, rotation, dismissal, training, refresher training, commendation and discipline; implement the salary regime and other regimes and policies for public employees and workers under its management as prescribed by law.
15. Manage and use public property and budgets in accordance with law on state budget, law on management and use of public property and related laws.
16. Organize activities of providing services as prescribed by law.
17. Submit reports to the Government, the Prime Minister, the Ministry assigned to perform state management of journalism and competent agencies in accordance with law.
18. Perform other tasks and powers assigned by the Government or Prime Minister and in accordance with law.
Article 3. Organizational structure
1. Editorial Secretariat.
2. Department of Personnel and Organization - International Cooperation.
3. Planning - Finance Department.
4. VOV Office.
5. Department of News and Current Affairs of VOV1 channel.
6. Department of Cultural, Social and Ethnic Affairs of VOV2 channel.
7. Department of Literature, Arts and Music of VOV3 channel.
8. Department of Overseas Services of VOV5 channel.
9. VOV Online newspaper (VOV).
10. VOV Traffic Department of VOV Traffic Channel (VOVGT).
11. VTC News.
12. Northeast regional bureaus.
13. Northwestern regional bureaus.
14. Regional bureaus of the Central Vietnam.
15. Regional bureaus of the Central Highlands.
16. Regional bureaus of Ho Chi Minh City.
17. Regional bureaus of the Mekong delta.
18. Program Manufacture and Storage Center.
19. Technical center.
20. Center for Advertising and Communications Services.
21. Center for Research and Development in Communications Technologies (R&D).
Overseas bureaus of the VOV shall be established in accordance with regulations of law.
Units prescribed in clauses 1 through 4 of this Article are assisting organizations of the General Manager; units prescribed in Clauses 5 through 18 of this Article and overseas bureaus are manufacturing organizations of contents and programs; the unit prescribed in Clause 19 of this Article is a transmitting and broadcasting organization; units prescribed in clauses 20 and 21 of this Article are other public service providers.
The Editorial Secretariat is comprised of no more than 04 divisions, the Department of Personnel and Organization - International Cooperation consists of no more than 03 divisions, the Planning - Finance Department consists of no more than 02 divisions, the VOV office is comprised of no more than 04 divisions.
The General Manager of the VOV shall propose a list of other public service providers affiliated to the VOV to the Prime Minister for promulgation.
Article 4. Leaders
1. The VOV has a General Manager and no more than 04 Deputy General Managers.
2. The General Manager and Deputy General Managers shall be appointed or dismissed by the Prime Minister according to regulations of law.
3. General Manager shall be responsible before the Government, the Prime Minister and before the law for the entire operations of the VOV; Deputy General Managers shall assist the General Manager and be responsible before the General Manager and the law for assigned fields.
4. The General Manager shall appoint, dismiss and take disciplinary actions against heads and deputy entities of such heads and define functions, tasks, powers, organizational structures and work relations of affiliated units.
Article 5. Transitional provisions
1. The VOV newspaper and VOV Online Newspaper will continue operating until the General Manager of the VOV issues a decision defining the functions, tasks, powers, and organizational structure of the VOV Online Newspaper and until a competent authority grants a press operation license to the VOV Online Newspaper. The aforementioned decision must be issued within 03 months from the effective date of this Decree.
2. VTC Digital Television Network shall cease its broadcasting activities. VTC Digital Television Network shall take responsibility for addressing issues relating to finance and property; regulations and policies for public employees and workers, and other outstanding issues (if any) within a 6-month period from the effective date of this Decree. The VOV shall take charge and cooperate with relevant ministries and agencies in developing plans for addressing finance and property-related issues and other outstanding issues (if any) of VTC Digital Television Network as per regulations.
Article 6. Entry into force
1. This Decree comes into force as of March 01, 2025.
2. This Decree replaces Decree No. 92/2022/ND-CP dated November 02, 2022 of the Government of Vietnam on functions, tasks, powers and organizational structure of the VOV.
Article 7. Implementation
Ministers, Heads of ministerial agencies, Heads of Governmental agencies, Presidents of the People's Committees of provinces and central-affiliated cities are responsible for implementation of this Decree.
