Pursuant to the Law on Government Organization dated June 19, 2015; the Law on amendments to the Law on Government Organization and the Law on Local Government Organization dated November 22, 2019;
Pursuant to Resolution No. 158/2024/QH15 of the National Assembly dated November 12, 2024, on the 2025 Socio-Economic Development Plan,
HEREBY RESOLVES:
In 2024, despite facing numerous difficulties and challenges, Vietnam’s socio-economic landscape demonstrated a rapid and clear recovery, each month was better than the previous one, and each quarter saw higher growth than the last, outstanding achievements were recorded across all sectors, surpassing 2023 results and meeting or exceeding all 15 targets set by the National Assembly. Macroeconomic stability was maintained, growth was strongly promoted, and major economic balances were ensured; budget deficits, public debt safety indicators, and government debt levels remained significantly lower than the allowable thresholds. The estimated economic growth rate reached 7.09%, placing Vietnam among the fastest-growing economies in the region and the world, receiving high praise from international organizations. The average Consumer Price Index (CPI) in 2024 was effectively controlled at 3.63%, even with wage increases and price adjustments for certain state-managed goods and services. Total budget revenue for the year was estimated to exceed projections by 19.8%. The trade surplus was estimated at USD 24.77 billion. The implementation of the three strategic breakthroughs in institutional reforms, infrastructure development, and human resources saw significant progress. The investment and business environment continued to improve, strengthening confidence among citizens, businesses, and investors. Total foreign direct investment (FDI) inflows for the year reached nearly USD 38.23 billion, placing Vietnam among the top 15 developing countries attracting the most FDI worldwide. Realized FDI was estimated at approximately USD 25.35 billion, an increase of 9.4%, marking the highest level to date. Vietnam's Global Innovation Index (GII) ranking for 2024 improved to 44th out of 132 countries, two positions higher than in 2023. Cultural, social, and environmental aspects were prioritized, leading to continued improvements in the material and spiritual well-being of the population. Promptly measures were taken to mitigate the impacts of natural disasters and storms. National defense and security were strengthened. Independence and sovereignty were firmly maintained. Public order and safety were ensured. Diplomatic and international integration efforts, particularly high-level diplomacy, were intensified and achieved significant results. These efforts safeguarded a peaceful, stable, and cooperative development environment while further consolidating and enhancing Vietnam’s international standing and reputation.
These achievements are a testament to our country's extraordinary efforts. They hold special significance, bringing great encouragement and pride. They contribute to building momentum, creating strength, positioning, confidence, and hope for achieving even greater results in 2025 and the 2026-2030 period. These accomplishments are attributed to: (i) The Government, all levels, sectors, and localities strictly adhering to the leadership of the Central Committee, the Politburo, the Secretariat, the General Secretary, key leaders, and leaders of the Party, the State, and the Vietnam Fatherland Front; (ii) (ii) A united and determined approach, demonstrating high resolve, great effort, and decisive actions with clear priorities and focus; (iii) (iii) The close and effective coordination among agencies within the political system, along with the strong support of the people, the business community, and international partners.
The key lessons learned include: (i) Always maintaining a firm grasp of the situation to enable flexible, timely, appropriate, and effective policy responses; (ii) Upholding unity and consensus, prioritizing national interests, and striving for the well-being and prosperity of the people; Being bold in thinking, decisive in action, and fully accountable for the common good; (iii) Promoting self-reliance, resilience, confidence, autonomy, and national pride. Avoiding dependence, complacency, negligence, overconfidence, or self-satisfaction; (iv) Valuing time, intelligence, timely decision-making, foresight, deep thinking, and ambition to surpass limitations. Recognizing that resources stem from mindset, motivation arises from innovation, and strength originates from the people and businesses; (v) Facing greater challenges, pressures, and difficulties with even stronger determination, greater effort, and more decisive actions. Focusing on key priorities, ensuring clear accountability, and completing each task with precision and efficiency. Ensuring clear assignment of responsibilities based on the "Five Clarities": clear personnel, clear tasks, clear accountability, clear deadlines, and clear outcomes.
The year 2025 is of critical importance. It marks a year of acceleration, breakthroughs, and completion. It is the final year of implementing the 2021-2025 Socio-Economic Development Plan. It is also a year of revolutionary streamlining of the organizational apparatus, conducting Party Congresses at all levels in preparation for the 14th National Congress of the Party, and strengthening the foundational elements to position the country for the new era—an era of national growth, wealth, and prosperity. This lays the groundwork for the successful realization of the 2021-2030 10-Year Socio-Economic Development Strategy. Meanwhile, the global and regional situation is expected to remain highly complex and unpredictable. The world economy is recovering slowly and unevenly, with increasing risks. Vietnam’s economy is forecast to maintain positive growth momentum, facing both opportunities and challenges. However, challenges are likely to outweigh opportunities, particularly due to adverse external factors and long-standing internal limitations. Additionally, natural disasters such as storms, droughts, and saltwater intrusion remain ongoing threats.
I. THEME, PRINCIPLES, AND KEY DIRECTIVES FOR GOVERNANCE
To successfully achieve the goals and
tasks set out in the 2025 socio-economic development plan and the entire
2021-2025 five-year period, as concluded and required by the Central Committee,
the Politburo, and the National Assembly’s resolutions, the Government directs
all levels, sectors, and localities to focus on governance and administration.
The national GDP growth rate for 2025 must reach at least 8%, striving for
double-digit growth under more favorable conditions. This exceeds the National
Assembly’s target of 6.5-7%, with an ambition of 7-7.5%. The 2025 GRDP growth
rate for localities must be at least 8-10%. Hanoi, Ho Chi Minh City, key
localities, and major cities—acting as growth hubs—must aim for a higher growth
rate than the national average to reinforce their leading role in 2025. All
efforts must harness the power of unity, the spirit of innovation, relentless
creativity, bold thinking, decisive action, self-reliance, and the aspiration
for progress. Together, we must transform all challenges into opportunities for
breakthroughs, demonstrating strong determination, great effort, and decisive
action under the theme:
"Discipline and responsibility; proactiveness and timeliness;
streamlined and effective governance; acceleration and breakthrough."
The five key governance and administration directives are as follows:
1. Strictly adhere to and implement the Party and National Assembly’s resolutions, particularly the 13th National Party Congress Resolution, emphasizing three strategic breakthroughs, six key tasks, and twelve core solution groups. Enhance coordination within the political system and actively prepare for the successful organization of Party Congresses at all levels, leading up to the 14th National Party Congress.
2. Conduct thorough analysis and accurate assessments of the implementation of the 2021-2025 Socio-Economic Development Plan. Identify breakthrough solutions under the principle: “Targets not yet achieved must be met, and those already achieved must be improved in quality and efficiency." Strive to exceed all set objectives. Drive bold, decisive, revolutionary, and comprehensive reforms in economic governance to ensure the nation confidently steps into an era of prosperity and development.
3. Maintain momentum, sustain
progress, and accelerate breakthroughs. Stay closely aligned with reality and
respond swiftly to emerging issues with the mindset:
"Dare to think, dare to act, dare to break through for the common
good." "Once committed, it must be done; once implemented, it must be
effective." "When the Party directs, the Government agrees, the
National Assembly supports, the people endorse, and the country expects—then
action must follow without hesitation."
4. Strengthen discipline and accountability. Promote decentralization and delegation with the guiding principle: "Localities decide, act, and take responsibility; the Central Government, the National Assembly, and the Government play a facilitating role." Enhance supervision, inspection, and problem-solving. Continue the fight against corruption, misconduct, and wastefulness.
5. Economic and social development, along with environmental protection, remain central. Party-building is the key pillar. Cultural development serves as the foundation. National defense, security, and diplomatic efforts are of utmost importance and require continuous attention. Develop and strengthen the nation with the spirit of "self-reliance, confidence, independence, resilience, and national pride."
a) Promptly and comprehensively institutionalize the Party’s guidelines and directives, along with resolutions, conclusions, and instructions from the Central Committee, the Politburo, the Secretariat, and the National Assembly. Focus on drafting and ensuring the timely and high-quality completion of legislative projects under the 2025 Law and Ordinance Development Program. b) Modernize legislative thinking towards a dual objective: "Tight governance while fostering development, maximizing resources for growth, and creating new development opportunities." Abandon outdated mindsets such as: "If it cannot be controlled, prohibit it." "If it is not identified, do not regulate it." Prioritize "outcome-based governance" and establish a legal system that is transparent, consistent, and fair. Expedite amendments to the Law on the Promulgation of Legal Documents and the Enterprise Law. Continue reviewing and proposing revisions to the Investment Law. Enhance regulations on organizational structures, strengthen decentralization and delegation, and advance the reform of the state apparatus towards a lean, efficient, and effective governance model. Create a favorable environment for investment, production, and business while promoting digital transformation. Proactively and swiftly establish legal frameworks and incentive mechanisms for emerging trends, high-tech projects, and major initiatives. Provide regulatory frameworks for digital transformation, green growth, and the circular economy. Develop robust legal frameworks for the rapid, sustainable, and efficient growth of key markets, including: finance, securities, science and technology, startups and innovation, labor, real estate, carbon credit trading, etc.).
Enhancing the role of the Steering Committee in reviewing and implementing solutions to address legal system obstacles. Urgently review, amend, and refine legal provisions that are outdated, overlapping, or incomplete, following the principle: "Wherever there are obstacles, they must be removed; at whichever level the problem exists, that level must proactively propose, amend, and refine the regulations." Research and introduce breakthrough mechanisms and policies to resolve complex, longstanding issues that cause inefficiencies and waste. If necessary, enact a single law amending multiple laws or a resolution to address emerging issues, gaps in legislation, or existing regulations that are problematic, outdated, or no longer suitable for practical implementation. Strengthen discipline and enhance coordination between different levels and sectors in drafting legal documents, ensuring a close link between law-making and law enforcement.
b) Enhancing the effectiveness of law enforcement and ensuring a rigorous, consistent legal implementation framework that upholds the supremacy of the Constitution and the law Promptly develop and promulgate, within the scope of authority, detailed regulations and implementation guidelines for laws and resolutions passed by the National Assembly at the 8th session, particularly for amended laws and omnibus laws on public investment, investment, planning, public-private partnership (PPP) investment, bidding, state budget, management and use of public assets, national reserves, accounting, independent auditing, securities, tax administration, etc. Review and codify special mechanisms, pilot models, and decentralized governance initiatives, expanding their scope and applicability. Strengthen the prevention and resolution of international investment disputes in accordance with Directive No. 33-CT/TW dated May 21, 2024, issued by the Party Secretariat. Enhance state management efficiency in judicial administration, legal support services, legal aid, corporate legal assistance, etc. Effectively engage in international legal cooperation, refine mutual legal assistance regulations, and prioritize 24/7 legal aid services in People’s Courts and criminal investigations. Improve legal guidance and policy communication efforts.
Focus on substantially reducing and simplifying administrative procedures and business regulations in a practical and effective manner. Amend, supplement, or eliminate unnecessary administrative procedures and regulations. Prevent the introduction of new procedures, business regulations, standards, technical norms, and requirements that are inappropriate, increase costs, or create difficulties and inconvenience for citizens and businesses. Continue to effectively implement the Comprehensive Administrative Reform Program. Build an efficient, dynamic administration and a safe, transparent, low-cost business and investment environment that meets international standards.
a) Closely coordinate, synchronize, harmonize, and effectively implement policies. Proactively, flexibly, timely, and efficiently manage monetary policy. Reasonably expand fiscal policy with a focused and targeted approach to support production and business activities and drive growth momentum.
Implement credit solutions in line with macroeconomic developments and inflation, ensuring credit capital meets demand while aligning with the economy’s capital absorption capacity. Direct credit institutions to channel credit into production and business sectors, with priority given to key areas, while strictly controlling credit in high-risk sectors. Reduce operating costs, enhance the application of information technology, accelerate digital transformation, and adopt other measures to strive for lower lending interest rates. Closely monitor the gold market and implement gold market management solutions in accordance with legal regulations to ensure safety, stability, and efficiency.
Strengthening financial and fiscal discipline; accelerating digital transformation in the collection and expenditure of the state budget; enhancing the effectiveness and efficiency of state budget management. Ensuring accurate, sufficient, and timely revenue collection; Effectively managing revenues from e-commerce transactions, digital platform businesses, and cross-border transactions. Decisively implementing digital transformation and mandatory regulations on electronic invoices across all industries and sectors while conducting inspections, audits, and supervision to ensure compliance. Promptly recovering outstanding tax debts and reducing the tax arrears ratio. Striving to increase state budget revenues in 2025 by approximately 10% compared to estimated 2024 revenues. Implementing strict expenditure savings; aiming to save an additional 10% of recurrent expenditures in the 2025 budget compared to the 2024 budget, with the saved funds allocated for investment in the Lao Cai – Hanoi – Hai Phong railway. Controlling budget deficits and maintaining public debt safety indicators within secure and reasonable limits while exploring opportunities to leverage public debt, government debt, and budget deficits to mobilize additional resources for development. Conducting research and evaluations to propose and consider extending tax, fee, and land lease exemptions, reductions, and deferrals to support economic growth and alleviate difficulties for businesses and production activities.
Closely monitoring price movements of markets and international and regional economic developments. Proactively analyzing and forecasting economic risks affecting domestic price levels. Promptly warn of risks impacting domestic price levels, implement measures within the assigned authority or propose and advise competent authorities on appropriate, flexible, and effective response solutions and scenarios to ensure the goal of controlling inflation at approximately 4.5% in 2025 as set by the National Assembly’s Resolution. Strictly enforce regulations on price declarations, price listings, and public disclosure of price information.
Effectively implement the Decree on the establishment, management, and utilization of the Investment Support Fund to maintain investor confidence and ensure the attractiveness of Vietnam’s investment environment. Develop robust financial markets and capital markets to mobilize resources for the economy, with a target of upgrading the stock market ranking by 2025. Implement comprehensive measures to promote the safe, stable, and sustainable development of the real estate market.
b) Expand the domestic market; implement supply-demand connection activities and trade promotion programs to increase total retail sales of goods and service revenue by approximately 10-12%. Monitor market conditions closely, ensure balanced supply and demand, especially during peak holiday seasons, and implement measures to stimulate domestic consumption and trade to prevent shortages and price surges. Effectively implement the domestic market development project in conjunction with the “Vietnamese people prioritize Vietnamese goods” campaign. Enhance measures to combat origin fraud and proactively improve trade defense mechanisms to protect the economy, businesses, and domestic markets while ensuring compliance with international commitments. Implement policies to regulate production and stabilize the supply and demand of essential goods that significantly impact socio-economic conditions, domestic production, and consumer interests.
Improve the quality of various service sectors, particularly food services, hospitality, and tourism, while increasing efforts to attract international tourists. In 2025, the goal is to welcome and serve 22-23 million international visitors and 120-130 million domestic tourists.
c) c) Implement more decisive and timely measures to accelerate public investment disbursement from early 2025, particularly for national key projects, critical infrastructure, and national target programs; leverage public investment to drive private investment and strengthen public-private partnerships. Enhance decentralization and delegation of authority while increasing accountability of leaders in investment policy decisions and project approvals. Ensure a focused and prioritized approach to avoid fragmented and inefficient investments. Strictly approve final settlements for completed public investment projects in accordance with regulations, preventing losses and waste. Decisively revoke allocated funds for projects that fail to commence as per approved plans or those that are unnecessary and ineffective. Eliminate projects that are not essential. Prioritize allocating state budget resources - both central and local - to infrastructure projects that connect provinces, regions, and national and international networks. Particularly connect economic centers and localities that serve as growth poles. Encourage localities to independently balance their resources to invest in regional connectivity projects within their provinces, following the principle of "localities decide, localities implement, localities take responsibility." Continue effectively implementing National Assembly Resolution No. 111/2024/QH15 dated January 18, 2024, to accelerate the execution and disbursement of national target programs.
Establish an effective mechanism for selectively attracting foreign investment in high-potential sectors that drive breakthroughs and create new growth momentum, such as chips, semiconductors, innovation, green hydrogen, etc. Maximize conditions and incentives for enterprises to engage in research and development or technology transfer partnerships in Vietnam. Identify and proactively approach potential investors in key sectors to facilitate investment discussions and promote investment in Vietnam.
d) Promote exports; enhance trade promotion, expand, and diversify supply chains, production chains, and import-export markets while improving product quality and integrating more deeply into regional and global supply chains. Effectively leverage opportunities from the 17 signed free trade agreements (FTAs). Strengthen exports to major and key markets, while expanding into new, potential markets, including the Middle East, Halal markets, Latin America, and Africa, striving for sustainable trade surpluses. Ensure progress in upgrading the ASEAN Trade in Goods Agreement (ATIGA) and the ASEAN-China Free Trade Agreement (ACFTA) Version 3.0 negotiations, as well as the ASEAN-Canada Free Trade Agreement (ACAFTA) and the Vietnam-EFTA FTA negotiations. Expedite domestic approval procedures to bring these agreements into effect.
Continue innovating and maximizing the digital transformation program in trade promotion and supply-demand connection activities. Maintain regular trade promotion briefings with the Vietnam Trade Offices abroad, and consistently update information on international market conditions, particularly regulations, standards, and requirements that may impact Vietnam’s exports and imports, while providing recommendations to localities, associations, and businesses.
dd) Promote and create breakthroughs in new growth drivers, develop the green economy, circular economy, e-commerce, and new, efficient business models. Advance emerging industries and sectors such as big data, cloud computing, optoelectronics, internet industry, the Internet of Things (IoT), bio-industry, new energy, cultural industries, entertainment industries, etc. and explore outer space, marine space, and underground space. Complete regulatory frameworks for sandbox mechanisms to support the development of the digital economy, green economy, and circular economy. Support enterprises in artificial intelligence applications, digital transformation, green transformation, circular economy practices, low-carbon emissions, resource efficiency, and sustainable development (ESG). Promote the export of green and environmentally friendly products. Research and propose suitable mechanisms and policies to encourage the formation, operation, and expansion of digital technology enterprises, creating more “digital jobs,” including businesses engaged in carbon emission processing for digital transformation activities to contribute to environmental protection. Develop and finalize the National E-commerce development master plan for 2026-2030.
Strictly and promptly implement the National strategy on green growth for 2021-2030, with a vision to 2050. Urgently issue a list of green economic sectors to be integrated into Vietnam’s economic sector classification system. Finalize and promulgate the Decree on pilot mechanisms for circular economy development. Develop and improve financial incentives and policies to encourage investment in green projects. Implement appropriate credit solutions aligned with green growth objectives; direct financial institutions to increase lending for green industries and green projects. Actively refine the national green criteria framework as a basis for identifying and categorizing economic activities.
e) Promptly implement solutions for managing and regulating production, stabilizing supply and demand of essential goods, ensuring food security and energy security, and guaranteeing an adequate supply of electricity and fuel under all circumstances.
a) Implement drastic and effective policies on streamlining and restructuring the organizational apparatus of agencies and organizations in the direction of “Lean - Compact - Strong - Efficient - Effective - Performance-driven.” Carry out extensive public governance reforms, enhance transparency, promote decentralization and delegation of authority, and foster initiative, creativity, self-reliance, resilience, and accountability at all levels, especially among key leaders. Eliminate the "ask-give" mechanism and continue restructuring district- and commune-level administrative units. Review and propose amendments to laws on the organizational structure of the political system (such as the Law on Government Organization and the Law on Local Government Organization), adjust functions and responsibilities, and consolidate internal structures to ensure seamless, continuous, non-overlapping, and effective operations. Effectively implement policies for officials, public employees, and armed forces personnel during the restructuring process of the political system. Effectively implement the “Project on organizational restructuring, enhancing state management capacity, and law enforcement in digital transformation from the central to local levels until 2025, with an orientation toward 2030”. Reform, restructure, and increase the autonomy of public service units, accelerate the socialization of certain public services, particularly in eligible sectors, and revise the state budget allocation mechanism to be based on contracts and task assignments tied to service quality and output.
b) Strengthen administrative discipline and order; resolutely address and effectively rectify evasion, blame-shifting, fear of mistakes, and reluctance to take responsibility. Develop breakthrough mechanisms and policies to build a civil service workforce with a strong foundation in political ideology, professional expertise, high ethical standards, and strong accountability. Encourage a bold, proactive mindset where officials dare to think, dare to act, and dare to take responsibility, facing challenges head-on. Promote independent and creative thinking, the ability to propose breakthrough solutions, especially in handling complex issues and bottlenecks. Establish mechanisms and policies to motivate, support, and protect officials and civil servants in their work and contributions for the common good.
c) Strictly implement Regulation No. 131-QD/TW dated October 27, 2023, of the Politburo on power control, anti-corruption, and prevention of misconduct in inspection, supervision, party discipline enforcement, and audit activities. Enforce Regulation No. 189-QD/TW dated October 8, 2024, of the Politburo on power control, anti-corruption, and prevention of misconduct in the management and use of public finance and assets. Strengthen post-inspection supervision, assessment, and resolution of audit findings, particularly conclusions under the oversight of the Central steering committee on anti-corruption, wastefulness, and misconduct. Effectively enforce legal regulations on compliance with audit conclusions, timely resolution of complaints and denunciations related to corruption, misconduct, and wastefulness, and increase the recovery rate of illicit gains. Prioritize initiatives under the "Project on establishing a mechanism for handling seized, confiscated, or frozen assets in criminal investigations, prosecutions, and trials."
Focus on preventing and combating waste across society. Effectively implement the activities of the Steering Committee on waste prevention and control, led by the Prime Minister. Promptly amend the Law on thrift practice and waste prevention. Promote tradition, build a culture of thrift and waste prevention. Focus on reviewing and resolving difficulties and obstacles in projects, especially invested renewable energy projects, BOT projects, and prolonged real estate projects. Complete the comprehensive inventory of public assets at agencies, organizations, units, and infrastructure assets invested and managed by the State, according to Resolution No. 74/2022/QH15 dated November 15, 2022 of the National Assembly and Decision No. 213/QD-TTg dated March 1, 2024 of the Prime Minister. Accelerate the rearrangement and handling of land and houses at agencies, organizations, and units. Inspect and strictly handle serious waste violations.
d) Effectively conduct citizen reception and resolve complaints and denunciations. Promptly address complaints and denunciations within jurisdiction according to the law and actual conditions from the early stages at the grassroots level, especially those related to personnel for Party Congresses at all levels. Strive to achieve targets and tasks for civil and administrative judgment enforcement in 2025.
a) Concentrate resources to achieve the goal of 3,000 km of expressways and over 1,000 km of coastal roads nationwide by 2025. Accelerate the implementation of key components of the North-South Expressway (Eastern section) for the 2021-2025 period and other critical projects such as Ring Road 4 in the Hanoi Capital Region, Ring Road 3 in Ho Chi Minh City, My Thuan - Can Tho Expressway, Khanh Hoa - Buon Ma Thuot Expressway, Bien Hoa - Vung Tau Expressway, Chau Doc - Can Tho - Soc Trang Expressway, Cao Lanh - An Huu Expressway, Hoa Lien - Tuy Loan Expressway, Cao Lanh - Lo Te Expressway, Lo Te - Rach Soi Expressway, and projects completing the Ho Chi Minh Highway. Strive for the substantial completion of Long Thanh International Airport, port projects in the Lach Huyen area, and the commencement of construction at Lien Chieu Port. Complete investment procedures for Can Gio International Seaport and commence operations at Terminal T3 of Tan Son Nhat International Airport and Terminal T2 of Noi Bai International Airport. Expedite the investment preparation for strategic and nationally significant transportation infrastructure projects, particularly expressway routes for the 2026-2030 period. Promptly upgrade and expand phased expressway sections according to planned scales. Complete procedures and commence investment in 2025 for the Lao Cai - Hanoi - Hai Phong railway line. Prepare investment for the Lang Son - Hanoi railway and the Mong Cai - Ha Long - Hai Phong railway. Accelerate preparations for completing investment procedures for the entire North-South high-speed railway project.
b) Focus on resolving difficulties and obstacles in implementing large-scale infrastructure projects, particularly in land compensation, support, and resettlement. Ensure the supply of raw materials, control material prices, and optimize land use quotas to accelerate progress and maintain the quality of expressway projects. Implement breakthrough, practical, and effective solutions, especially in policies and mechanisms to attract investment in infrastructure projects under the public-private partnership (PPP) model. At the same time, report to the competent authorities for approval of policies and mechanisms to definitively address outstanding issues in some PPP investment projects. Continue reviewing, improving, and supplementing construction standards for key transportation projects. Refine investment capital unit costs and general construction pricing to enhance investment cost management, particularly for urban railway and high-speed railway projects. Promptly implement expressway toll collection and the sale of expressway toll rights in accordance with regulations to generate resources for continued strategic infrastructure investment.
c) Focus on effectively implementing the action plan for the Power Development Plan VIII and the resource mobilization plan for the Just Energy Transition Partnership (JETP). Continue reviewing and adjusting the Power Development Plan VIII to align with development requirements. Expedite the issuance of detailed regulations and guidelines for the implementation of the amended Law on Electricity. Research and develop policies and mechanisms for the electricity sector, renewable energy, and hydrogen energy. Restart nuclear power development in alignment with national objectives, planning, and socio-economic development conditions and advantages. Prioritize the completion and operation of key large-scale power projects, including Hoa Binh Hydropower Expansion (480 MW) and Quang Trach 1 (1,430 MW). Commence and complete the construction of the 500 kV Lao Cai - Vinh Yen transmission line and the 500 kV Monsoon - Thach My transmission line.
d) Develop and enhance a modern, synchronized digital infrastructure. Accelerate the commercialization of 5G, research 6G technology, develop telecommunications satellites, and upgrade the national telecommunications backbone. Implement the Public telecommunications service program. Research, develop, and issue technical standards to ensure Internet quality on 3G, 4G, and 5G mobile networks, broadband Internet service quality using FTTH/xPON technology, and regulations on the installation of external telecommunications cable networks, etc. Develop, refine, and optimize platforms in line with the National digital transformation program. Increase the adoption rate of the next-generation IPv6 addressing system on Vietnam’s Internet to 70% by 2025.
dd) Focus on developing cultural, educational, healthcare, and climate change adaptation infrastructure. Expand agricultural and rural infrastructure to facilitate the restructuring of the agricultural sector in connection with new rural development. Prioritize critical hydraulic, embankment, dam, and irrigation reservoir projects that are damaged or pose safety risks.
Continue investing in the renovation, upgrading, and construction of new fisheries infrastructure, irrigation infrastructure for agricultural production, seed production infrastructure for agriculture and forestry, and water supply facilities for production and rural household use, ensuring sufficient access to clean water for rural populations.
a) Restructuring production and service industries
- In industry: Continue driving industrial restructuring toward modernization, in-depth development, and enhanced productivity, quality, added value, and competitiveness of industries with comparative advantages. Prioritize mastering and developing new technologies and emerging industrial sectors such as chips, semiconductors, artificial intelligence, etc. Effectively implement the Semiconductor industry development strategy. Strengthen the development of supporting industries, fostering stronger linkages between foreign-invested and domestic enterprises. Enhance design, construction, and project management capabilities for complex, large-scale infrastructure projects. Prepare sufficient resources to enable domestic contractors to actively participate in and execute major projects such as the North-South high-speed railway, railway connections to China, and nuclear power projects. Expand decentralization for local authorities in project appraisal, design review, and cost estimation, while addressing legal bottlenecks in project execution. Research and develop eco-friendly construction materials that save energy, reduce carbon emissions, and support sustainable coastal and island infrastructure projects. Formulate programs and plans for utilizing alternative materials to replace natural sand, such as crushed sand, marine sand, and industrial by-products like fly ash, slag, gypsum, etc.
- In agriculture: Continue building agriculture along the direction of “ecological agriculture, modern rural areas, and civilized farmers”, shifting from an agricultural production mindset to an agricultural economy mindset. Develop circular crop production with low carbon emissions and environmentally friendly practices. Promote high-tech industrial livestock farming in association with brand development; expand the application of VietGAP good agricultural practices in livestock farming; encourage linked livestock farming models towards ecological, green, and organic agriculture. Develop the fisheries sector by establishing ecological aquaculture zones, intensive farming with high-tech applications, and biosecure farming. Expand effective value chain-based aquaculture models. Promote industrial-scale marine aquaculture, gradually reducing coastal exploitation while increasing offshore fishing efficiency in alignment with resource sustainability. Combat illegal, unreported, and unregulated (IUU) fishing to lift the European Commission’s "yellow card" warning. Protect, develop, and utilize forest areas efficiently and sustainably to enrich forests while maintaining forest coverage above 42.02%. Enhance forest productivity, quality, and the economic value of each forest type, maximizing the special-use value of forest ecosystems.
Continue effectively implementing the national target program for new rural development (2021-2025), focusing on rural economic growth and increasing rural incomes in alignment with urbanization, ensuring depth, effectiveness, and sustainability.
- In services: Restructure service industries based on modern technology, applying the achievements of the Fourth industrial revolution. Develop high-value-added service industries and technology-intensive service products with strong competitive advantages. Implement the International Financial Center project in Ho Chi Minh City and the regional financial center project in Da Nang. Establish free trade zones in key economic localities.
Develop professional, modern, efficient, and sustainable tourism to establish tourism as a leading economic sector. Form key tourism service hubs offering high-quality, branded, and competitive tourism products, highlighting distinctive cultural identities. Address bottlenecks in tourism infrastructure, particularly airport congestion and high airfare prices. Improve railway infrastructure and service quality to better accommodate tourists.
Continue developing multimodal transportation and logistics services by applying scientific and technological advancements to enhance capacity, quality, and efficiency while reducing logistics costs. Promote the expansion of dedicated sea freight routes and effectively implement cross-border freight and passenger transport agreements.
b) Continue to restructure state budget revenue and expenditure, enhancing the efficiency of management, allocation, and utilization of state budget funds. Urgently implement Conclusion No. 93-KL/TW dated September 6, 2024, of the Politburo on further reforming the decentralization mechanism of the state budget, strengthening the central budget’s leading role while enhancing the autonomy of local budgets, agencies, and relevant units. Amend and improve the tax management system, particularly for newly emerging business activities in the digital economy and cross-border transactions. Strengthen inspections and audits, preventing transfer pricing, and ensuring accurate, full, and timely tax collection while broadening the tax base.
c) Continue to restructure public investment effectively (including central and local budget funds) by focusing investment on key economic sectors, strategic projects, and regional, national, and international connectivity projects with high spillover effects that drive socio-economic growth. Ensure no scattered investments, formulating the medium-term public investment plan for 2026–2030, and limiting the number of central budget-funded projects to no more than 3,000. Central investments should focus only on regional, national, and international connectivity projects. Create breakthroughs in mobilizing private sector capital both domestically and internationally under the public-private partnership (PPP) model. Reform and strengthen investment supervision and evaluation, shifting from excessive pre-audit controls to stronger post-audit monitoring. Eliminate the “ask-give” mechanism. Enhance transparency, accountability, and anti-corruption measures in public investment through increased inspections, evaluations, and audits. Promote IT applications and digitalization in investment supervision and assessment. Prepare and implement strategic projects for the 2026–2030 period, particularly national priority projects.
d) Decisively implement the restructuring of the credit institution system, linked to bad debt resolution for the 2021–2025 period. Focus on restructuring and resolving commercial banks under special control, following directives from competent authorities. Enhance supervision efficiency over credit institutions, particularly weak and problematic institutions. Improve credit quality, strengthening bad debt resolution, and minimizing new bad debt formation. Rigorously implement the National action plan on Vietnam’s commitments to anti-money laundering, counter-terrorism financing, and preventing the financing of weapons of mass destruction. Continue to promote digital transformation and cashless payments, ensuring security, safety, and confidentiality in banking operations. By the end of 2025, aim for the value of cashless payments to reach 25 times the GDP.
dd) Enhance the efficiency of state-owned enterprises (SOEs) comprehensively, transparently, efficiently, and sustainably, ensuring their contributions align with the resources they hold. This will be achieved through corporate governance reforms, optimization of production methods, and improvement of human resource quality. Prioritize reforming personnel management, recruitment, and hiring of highly skilled professionals. Consider pilot programs to recruit foreign CEOs and non-party-member executives. Establish appropriate mechanisms for salaries and incentives.
Effectively implement the 2021–2025 SOE restructuring plan, ensuring transparency, legal compliance, and adherence to schedules. Strengthen management and efficiency in the utilization, exploitation, and handling of SOE assets, particularly real estate, in accordance with land laws and regulations on state capital investment in enterprises.
e) Decisively address prolonged issues and backlogs, particularly in corporate bond and stock issuance, as well as corporate underwriting activities. Conduct thorough reviews and resolving outstanding issues in stalled projects to maximize dormant resources for growth and development. Effectively implement the Steering Committee on Reviewing and Resolving Obstacles in Projects, as well as the National Assembly’s Resolution on special mechanisms and policies to address issues in projects and land cases related to inspection, audit, and court rulings in Ho Chi Minh City, Da Nang, and Khanh Hoa province. Urgently develop and enact breakthrough policies and mechanisms to resolve long-standing, complex issues causing financial losses and inefficiencies.
g) Create a favorable environment to strongly promote private enterprises as a significant driver of the economy. Effectively implement Resolution No. 41-NQ/TW dated October 10, 2023, of the Politburo on building and enhancing the role of Vietnamese entrepreneurs in the new era. Establish preferential mechanisms to foster the emergence and growth of new production forces and develop large-scale national enterprises. Introduce direct financial support or infrastructure-based incentives to selectively attract foreign investment projects. Strengthen business linkages, closely integrating state-owned enterprises, private enterprises, and foreign-invested enterprises (FDIs) to develop regional and global supply chains. By 2025, strive for the private sector to contribute approximately 55% to GDP.
Develop a dynamic and efficient collective and cooperative economy, contributing to job creation, income growth, poverty reduction, rural development, and social security. Enhance connections between collective economic organizations and other economic sectors, especially state-owned enterprises.
a) Effectively implement the comprehensive and fundamental education and training reform, following Conclusion No. 91-KL/TW dated August 12, 2024, of the Politburo. Urgently complete the Teachers Law. Continue to implement the Preschool Education Program and the General Education Program 2018 , shifting the focus from knowledge acquisition to developing learners’ competencies and qualities. Promote STEM education in general education to meet the demands of high-quality workforce development linked to technology application, innovation, and entrepreneurship. Expand preschool education for children aged 3 to 5 years and reforming the preschool education curriculum. Support the development of internationally accredited university programs, promoting substantive university autonomy, and increasing the university enrollment rate to 220 students per 10,000 people by 2025. Strengthen moral and ethical education for students. Encourage the development of new school models, such as digital schools, smart schools, etc. Continue to improve the national education system toward openness, connectivity, fairness, and lifelong learning. Promote IT applications and digital transformation in education. Enhance educational infrastructure and equipment at all educational levels, from preschool to secondary education. Continue addressing the shortage of teachers at all educational levels, especially in areas with severely disadvantaged socio-economic conditions, ethnic minority regions, and mountainous areas. Strengthen international integration in education.
Focus on developing high-quality human resources through scientific research, technology development, innovation, and entrepreneurship. Meet the demands of the knowledge economy, digital economy, green economy, circular economy, fundamental sciences, engineering, technology, and emerging industries, particularly artificial intelligence, data science, and semiconductor technology. Implement policies to encourage universities to transfer startup projects to local governments. Effectively execute: the Human Resource Development Project for the Semiconductor Industry (to 2030, vision 2050), the High-Tech Human Resource Development Project (2025–2035, vision 2045), the Higher Education Network Development Plan (2021–2030, vision 2050), the Development of Training and Excellence Centers in Industry 4.0. Introduce effective policies to attract high-quality human resources into the public sector.
b) Enhance vocational education and aligning training with labor market demands to supply a high-quality workforce. Implement the National Qualifications Framework for vocational education by ensuring quality control in both training and post-training stages. Establish national occupational skills standards. Effectively implement Directive No. 37/CT-TTg dated October 7, 2024, on strengthening guidance, coordination, and organization of the 2025 high school graduation exam and university/vocational education admissions. Guide localities and training institutions, diversifying training methods, and promoting work-study programs, distance learning, and guided self-learning. Accelerate IT applications, digital transformation, facility modernization, and innovation in training programs and school governance. Strengthen collaboration in teaching high school-level general education within vocational training institutions. Provide training and professional development in specialized fields, foreign languages, and digital skills for educators, trainers, and experts in key industries and professions. Enhance teacher and management staff competencies in vocational education to modern, high-quality standards.
Enhance innovation and improve the quality of political, ideological, ethical, lifestyle, life skills, national defense, and security education for students, aligning with the development and promotion of Vietnam's cultural and human values. Promote school culture development, instilling in students patriotism, national pride, self-reliance, and resilience, and inspiring aspirations to contribute to the nation's prosperity and happiness.
Strengthen enterprise collaboration in student recruitment, training organization, and job placement, creating models that closely integrate vocational education with the labor market based on regions, localities, employment service centers, job exchanges, and job fairs. Emphasize training linked to overseas labor deployment under contractual agreements. Develop forecasts on vocational education training needs, particularly in science, engineering, and technology fields.
c) Promptly and effectively implement Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation. Continue to improve the legal framework for science, technology, and innovation, ensuring alignment with market mechanisms and international practices, while recognizing the uniqueness of creative labor, accepting risks, and acknowledging time lags in science, technology, and innovation activities. Develop a national innovation system, making enterprises the core drivers, and universities and research institutes the key research entities. Establish strong incentive policies to encourage enterprises to invest in research and development, allocate and utilize their science and technology development funds effectively, especially in high-tech, green technology, biotechnology, artificial intelligence, and semiconductor manufacturing. Address obstacles in handling assets formed through the implementation of state-funded science and technology projects.
Promote the development of a synchronized, efficient, modern, and globally integrated science and technology market. Accelerate innovation, startup movements, and national digital transformation. Maximize the efficiency of the National Innovation Center, fostering innovation ecosystems and startup networks, and enhancing international and regional collaboration. Maintain Vietnam's position among the top four ASEAN countries in the Global Innovation Index (GII) by 2025.
Enhance activities related to standards, metrology, and quality to improve product and goods quality. Prioritize the comprehensive development of national quality infrastructure, ensuring cohesion from central to local levels, and integrating with Industry 4.0 to meet international integration demands and enhancing productivity based on science and technology, and innovation. Promote intellectual property protection, developing and leveraging intellectual assets for economic growth and global integration, and enhancing capacity in handling intellectual property protection requests. Continue research and widespread application of nuclear energy solutions for peaceful purposes.
d) Accelerate national digital transformation in a comprehensive, groundbreaking manner, with a focus on developing an enabling digital regulatory framework, modern digital infrastructure, a widespread digital economy, high-quality digital workforce, and ensuring cybersecurity and safety. Fully digitize state management activities, developing e-government, digital economy, digital society, and digital citizenship. Vigorously implement National Project 06.
Digitize the internal governance, leadership, and operations of the Government, Prime Minister, ministries, and local authorities. Develop national digital infrastructure, particularly the National Data Center and specialized national databases. Establish digital platforms for data sharing among agencies and organizations, optimizing processes, and enhancing coordination across ministries, local governments, and the business community. Improve the quality of online public services and digital services for citizens and businesses, moving towards comprehensive online public services and personalized digital interactions. Strengthen monitoring, evaluation, and accountability mechanisms for government agencies and officials in serving the public. Innovate and enhance the quality of operations at public administration service centers and single-window divisions at all levels; strengthen the digitization of records and administrative procedure outcomes. Accelerate the implementation of the mechanism for assigning public postal service providers to undertake certain tasks in guiding, receiving, digitizing records, and delivering administrative procedure results. This will be based on an assessment of the capacity of state administrative agencies in terms of facilities and personnel, as well as the ability of public postal service providers to perform these tasks in accordance with the provisions of Decree No. 107/ND-CP dated December 6, 2021, of the Government. By 2025, strive to be among the top four ASEAN countries in e-government rankings as assessed by the United Nations.
a) Focus on building a healthy cultural environment, emphasizing grassroots cultural life and continuing to effectively implement the "All People Unite to Build a Civilized Cultural Life" movement. Effectively implement the National Target Program on Cultural Development for the 2025-2035 period. Develop cultural and entertainment industries, foster a professional, modern, dynamic, creative, and diverse cultural industry that reflects the rich national cultural identity. Create unique and influential cultural products and art forms to promote Vietnam's cultural heritage globally. Continue preserving and enhancing the values of Vietnam's diverse ethnic cultures. Reduce disparities in cultural access between urban and rural areas, regions, and social groups. Prepare and organize major national celebrations and significant events, such as the 95th anniversary of the founding of the Communist Party of Vietnam, the 50th anniversary of national reunification, the 80th anniversary of National Day, etc.
Continue implementing Conclusion No. 70-KL/TW dated January 31, 2024, of the Politburo on the development of sports and physical education in the new era. Develop and issue the Digital Transformation Plan for Sports and Physical Education and the Vietnam Athletics Development Plan for 2030-2045. Prepare athletes and coaches for regional and continental sports competitions to achieve the best possible results. Review and update regulations and policies for athletes, coaches, and sports professionals in line with practical needs and legal requirements. Successfully lead the ASEAN Ministers of Sports Meeting in 2025.
b) Ensure transparent and effective implementation of preferential policies for people with meritorious service to the revolution. Promote cashless payments for preferential allowances and use appropriate service providers for payment distribution based on local conditions. Develop a database of people with meritorious service. The movements “Gratitude for those who served”, “When drinking water, remember its source”, and “Commune and ward excellence in supporting wounded soldiers, martyrs, and people with meritorious service”. Continue housing support for meritorious individuals, implementing Decision No. 21/2024/QD-TTg dated November 22, 2024, of the Prime Minister. Repair and upgrade martyrs' graves, cemeteries, memorials, and monuments. Implement the planning of social facilities for the care and rehabilitation of meritorious individuals for the 2021-2030 period, with a vision to 2050.
c) Renovate and enhance the quality of social policies in a comprehensive, modern, inclusive, and sustainable manner, with a people-centered and people-driven approach. Implement a national social security identification system, improve the social policy database, and expand digital-based social service delivery. Continue to implement social assistance programs, projects, and policies in a comprehensive, adequate, and timely manner, ensuring transparency, fairness, and accurate targeting while preventing policy abuse. Closely monitor the situation and direct local authorities to review and provide social assistance during the At Ty Lunar New Year and the pre-harvest period in 2025; promptly organize emergency relief in case of natural disasters or epidemics.
Effectively implement the Law on the Elderly and the Law on People with Disabilities, along with support policies for senior citizens and disabled individuals, including rehabilitation programs for those with mental illnesses, autism, and psychiatric disorders. Strive for 95% of senior citizens to be covered by health insurance, receive regular health check-ups, and access home, community, and institutional care services by the end of 2025. Strengthen inspection and supervision of public and private social assistance facilities.
d) Achieve the goal of multidimensional, inclusive, and sustainable poverty reduction while minimizing poverty recurrence and the emergence of new poverty. Review, amend, and improve poverty reduction policies to eliminate redundancy, ensure sustainability, and gradually increase minimum living standards. Expand access to basic social services, particularly in ethnic minority and mountainous areas. Adopt conditional support policies, increase social policy credit for the poor, and gradually phase out direct grants to foster self-reliance of the people and the community. Implement policies to encourage businesses and cooperatives to establish linkages in production, trade, and product consumption, and to develop diverse production models involving poor and near-poor households; support the development of business models suited to low-income individuals, particularly in rural and mountainous areas. Promote the "Joining Hands to Eradicate Temporary and Dilapidated Housing Nationwide" movement, aiming to eliminate substandard housing by 2025. Successfully implement the National Target Program for Sustainable Poverty Reduction (2021-2025). Enforce the Prime Minister’s decision on housing support for poor households to protect against storms and floods, based on the multi-dimensional poverty standards for the 2021-2025 period.
dd) Implement solutions to expand coverage and increase participation in social insurance and unemployment insurance. Expedite the completion and issuance of guiding documents for the implementation of the amended Law on Social Insurance. Ensure the timely implementation of unemployment insurance policies to support unemployed workers in stabilizing their lives, providing career counseling, vocational skills training, and job placement services. Review and improve the database of individuals who have not yet participated in social insurance to develop outreach plans for voluntary social insurance and household health insurance enrollment. By 2025, strive to have 55% of individuals past retirement age receive pensions, monthly social insurance benefits, or social retirement allowances.
e) Enhance labor market connectivity and development, ensure occupational safety and hygiene, and strengthen the management of foreign workers in Vietnam. Focus on drafting and finalizing amendments to the Law on Employment and its guiding regulations immediately after approval. Promote sustainable employment and effective labor utilization through various programs, projects, and credit policies supporting job creation and labor market participation. Effectively implement policies, programs, and projects aimed at job creation within the country. Monitor and evaluate the operations of the National Employment Fund to enhance lending effectiveness. Prioritize employment support for young workers, middle-aged workers, vulnerable laborers, and female workers. Accelerate the transition from informal to formal employment. Provide support for rural-to-urban migrants, industrial zone workers, and border-area laborers.
Develop a comprehensive labor market information system, advance IT applications, digital transformation, and data digitization. Refine the legal framework and quality management of employment service organizations. Invest in the development of public employment service centers, establish mechanisms to integrate them into the labor market as an institutionalized part of labor market management, ensuring worker rights and benefits. Enhance labor demand forecasting, assess vocational training needs in enterprises, and evaluate labor quantity, quality, occupational structure, and skill levels.
Promote overseas employment opportunities for Vietnamese workers in line with Directive No. 20-CT/TW dated December 12, 2022, issued by the Party Secretariat. Maintain stable traditional labor markets while expanding access to high-income markets suited to Vietnamese workers’ skills and expertise. Guide enterprises in proactively preparing labor resources and effectively implementing vocational and language training for overseas workers. Simplify administrative procedures and improve the quality of public services in the field of Vietnamese workers going abroad for employment under contracts. Monitor and collect information on Vietnamese workers employed abroad to promptly address emerging issues, ensuring the lawful rights and interests of workers and businesses. By 2025, target the deployment of approximately 130,000 Vietnamese workers overseas under contractual agreements.
Strengthen labor management and work permit issuance for foreign workers in Vietnam.
Effectively implement Directive No. 09-CT/TW dated September 9, 2021, of the Party Secretariat on attracting, managing, and efficiently utilizing foreign labor in Vietnam. Guide, inspect, and supervise the collection of labor data for workforce management, integrating this data with the national population database and other relevant databases.
Monitor and assess labor relations, support dialogue and negotiations among parties to overcome difficulties, ensure rights in accordance with regulations, and implement measures to prevent and mitigate labor disputes and strikes while assisting in resolving arising cases. Effectively implement Directive No. 31-CT/TW dated March 19, 2024, of the Party Secretariat on strengthening the Party’s leadership in occupational safety and hygiene in the new context. Conduct a review and assessment of the implementation of the Law on Occupational Safety and Hygiene; improve the Vietnamese regulatory framework on occupational safety and hygiene standards.
g) Implement Directive No. 34-CT/TW dated May 24, 2024, of the Party Secretariat on strengthening the Party’s leadership in social housing development in the new era. Focus on the effective implementation of the National Housing Development Strategy until 2030, with a vision toward 2045. Advance the "Investment and construction of at least 1 million social housing units for low-income groups and industrial zone workers for the 2021-2030 period" project and local housing development plans. Aim to complete over 100,000 social housing units by the end of 2025.
h) Enhance the capacity for disease surveillance, early detection, and timely and effective containment of epidemics and public health emergencies. Implement the roadmap to increase the number of vaccines in the Expanded Immunization Program for the 2021-2030 period; effectively carry out the 2025 Expanded Immunization Plan. Organize and implement the Project on Establishing the Central Disease Control Agency. Improve healthcare service quality at all levels and increase patient satisfaction. Expand telemedicine services from primary healthcare facilities, strengthen technical support and capacity building for lower-tier medical centers. Continue implementing population-related programs and projects, with a focus on the Vietnam Population Strategy until 2030. Implement initiatives to address gender imbalances at birth and adjust birth rate policies by region and demographic groups until 2030, etc.
Strengthen the regulation, licensing, and renewal processes for pharmaceuticals, vaccines, and medical equipment to ensure a stable and sufficient supply of high-quality, safe, and reasonably priced medical resources for healthcare, disaster response, and emergency situations. Enhance pharmaceutical price regulation to maintain a stable and balanced pharmaceutical market. Advance the domestic pharmaceutical and medical equipment industries. Strengthen monitoring and regulation of medical waste management within and around healthcare facilities, strictly addressing violations. Ensure that over 98% of medical waste meets environmental standards.
Enhance the management of non-communicable diseases, mental health disorders, food safety, healthcare environments, school health programs, occupational diseases, and injury prevention. Prioritize healthcare for the elderly, mothers, children, the poor, and ethnic minorities. Develop traditional medicine and pharmacy practices. Increase investment and socialization efforts to mobilize resources for healthcare system development. Continue reforming the operational and financial mechanisms of public healthcare facilities. Implement a roadmap for incorporating management costs into healthcare service pricing and expanding universal health insurance coverage. Finalize regulations related to medical workforce education and establish national competency standards and training program standards. Strengthen quality management and provide training support for medical personnel in disadvantaged regions.
Accelerate digital transformation, apply artificial intelligence, and enhance the efficiency of scientific and technological activities, as well as innovation in the healthcare sector. Strengthen the direction and guidance for electronic health management, electronic medical records, and the application of telemedicine for every citizen. Research and propose appropriate remuneration policies that align with the responsibilities and specific nature of the healthcare sector.
i) Focus on improving the living standards of ethnic minorities, border areas, islands, and disadvantaged regions. Implement comprehensive and effective strategies, programs, projects, and policies for socio-economic development in ethnic minority and mountainous areas, with an emphasis on the National Target Program for Ethnic Minority and Mountainous Areas for the 2021-2030 period, Phase I (2021-2025). Develop a feasibility study report for the program’s second phase (2026-2030). Pay greater attention to preserving, restoring, and promoting the cultural and traditional values of ethnic minorities and mountainous communities. Effectively implement national unity objectives. Monitor and assess the socio-economic, cultural, and social conditions of ethnic minority and mountainous regions. Enhance education, training, and human resource development in these regions, particularly within ethnic affairs agencies at all levels. Strengthen public communication, legal education, and administrative reforms while addressing challenges and obstacles in ethnic policy implementation. Ensure effective religious and belief policies while proactively preventing and firmly countering any activities that exploit religion to incite division or undermine national unity, and enhance religious security.
k) Effectively implement Conclusion No. 83-KL/TW dated June 21, 2024, of the Politburo on wage policy reform. Promptly guide and address difficulties, particularly those related to newly introduced wage policies for public officials, public employees, and armed forces personnel. Research and propose solutions to address discrepancies in compensation schemes for specific groups and professions (such as educators, healthcare workers, etc.). Consider adjustments to public sector wages, pensions, social insurance allowances, and preferential benefits for individuals with meritorious services, subject to favorable socio-economic conditions in 2025 and fiscal balance, and report to competent authorities for review and decision-making.
l) Continue creating a safe, friendly, and healthy environment for the comprehensive development of children and ensuring better protection of children's rights. Provide care and support for children in special circumstances. Control and reduce child abuse, accidents, and injuries, particularly drowning and traffic accidents.
Promote gender equality for women's advancement. Ensure substantive equality between men and women in opportunities, participation, and benefits across all fields; and prevent domestic violence. Strengthen the role of the National Committee for the Advancement of Vietnamese Women. Effectively implement the National Strategy on Gender Equality for the 2021-2030 period and related programs and initiatives.
m) Enhance the effectiveness of social crime prevention and control. Implement the National Target Program on Drug Prevention and Control until 2030 after its approval. Continue refining and effectively enforcing policies, laws, programs, and initiatives on drug rehabilitation, prostitution prevention, and support for human trafficking victims. Research and propose amendments to the Ordinance on Prostitution Prevention and Control.
a) Vigorously implement strategies, action plans, and programs to fulfill Vietnam’s commitments and initiatives made at COP26 and COP28. Focus on implementing Conclusion No. 81-KL/TW dated June 4, 2024, of the Politburo on proactive climate change response, strengthening resource management, and environmental protection. Develop and improve legal documents detailing and guiding the implementation of climate change response regulations under the Law on Environmental Protection, including climate change standards and regulations and ozone layer protection measures. Monitor the implementation of the Nationally Determined Contributions (NDC) and formulate the NDC for the 2025-2035 period. Conduct greenhouse gas inventories at all levels, monitor and evaluate climate adaptation and greenhouse gas reduction efforts, propose the allocation of greenhouse gas emission quotas, and pilot a carbon market for specific sectors. Urgently implement measures to reduce air pollution in major cities, including Hanoi and Ho Chi Minh City. Effectively implement the sustainable development project of one million hectares of high-quality, low-emission rice cultivation linked to green growth in the Mekong Delta region.
b) Enhance the efficient use and mobilization of financial resources from land, natural resources, and minerals for development. Continue drafting and issuing implementation guidelines and ensure effective enforcement of the Land Law 2024. Focus on completing and operationalizing a centralized, unified, multi-purpose land information system and database, providing online public services for land-related matters in urban areas. Improve indicators related to "land access," "land registration," and "quality of land administration." Ensure strict control and transparency in land acquisition, compensation, support, and resettlement processes, protecting the legal rights and livelihoods of those whose land is acquired. Implement models of land concentration and accumulation suited to local conditions. Conduct surveys and take remedial measures for land degradation and declining soil quality. Enhance state management of mineral resource exploitation and use while strengthening environmental protection measures. Expand the application of information technology in management and develop a comprehensive geological and mineral database.
c) Effectively implement sustainable marine economic development strategies and ensure the sustainable exploitation and use of marine resources while protecting the marine and island environment. Implement the National Marine Spatial Plan and the Master Plan for the Sustainable Exploitation and Use of Coastal Resources. Review and propose amendments and supplements to the Law on Marine and Island Resources and Environment and related regulations. Fill regulatory gaps in marine resource and environmental management to establish a comprehensive legal framework for sustainable marine economic development. Develop a project to transform Hai Phong - Quang Ninh into a modern marine economic hub. Enhance bilateral and multilateral cooperation in maritime affairs based on principles that safeguard national sovereignty, territorial integrity, and mutual benefits. Foster cooperation with leading maritime nations and leverage support and partnerships with countries in the South China Sea region.
d) Ensure water security, dam safety, and prevent water resource depletion. Continue monitoring and overseeing the operation of reservoirs under the inter-reservoir operation procedures, ensuring that 100% of reservoirs are integrated into the national monitoring system with daily data updates. Implement real-time monitoring and control of major hydropower reservoirs, ensuring 100% of large hydropower reservoirs are continuously monitored. Develop comprehensive basin-wide plans for the Ba River, Vu Gia - Thu Bon River, Ca River, Tra Khuc River, and Kon - Ha Thanh River for the period up to 2030, with a vision to 2050. Monitor and assess changes in river flows and water quality in transboundary water sources. Strengthen cooperation with upstream countries and international organizations to protect and efficiently utilize water resources from transboundary river basins, particularly the Mekong River and Red River.
dd) Continue modernizing the hydrometeorological network, enhancing monitoring, forecasting, and early warning capabilities, particularly for natural disasters related to typhoons, tropical depressions, heavy rainfall, floods, flash floods, landslides, and flood warning levels, to meet development needs and support disaster prevention and mitigation in the new context. Implement and effectively execute the Project on Prevention and Control of Land Subsidence, Erosion, Flooding, Drought, and Saltwater Intrusion in the Mekong Delta and the Project on Prevention of Landslides, Flash Floods, and Flooding in the Central and Northern Mountainous Regions. Maintain and operate the national environmental information and database system. Research and propose solutions for applying information technology and digital transformation in nature conservation and biodiversity.
a) Aggressively, comprehensively, and effectively implement the Politburo's resolutions on socio-economic development and national defense and security for the six socio-economic regions. Further improve regional institutional frameworks and legal systems to enhance coordination, regional development linkages, and investment promotion. Maximize the role of regional coordination councils in addressing intra-regional and inter-regional issues while ensuring the effective implementation of regional plans and execution plans.
b) Finalize, approve, and implement action plans for the planning of provinces, centrally governed cities, and national sectoral planning. Research and formulate special mechanisms and policies to promote regional development and regional linkages.
c) Implement Resolution No. 06-NQ/TW dated January 24, 2022, of the Politburo on planning, construction, management, and sustainable urban development in Vietnam through 2030, with a vision to 2045. Focus on implementing and disseminating the Law on Urban and Rural Planning and the Master Plan for the Urban and Rural System for the 2021–2030 period, with a vision to 2050. Research and propose a National Program on urban renewal, redevelopment, and urban development, along with urban technical infrastructure for the 2026 - 2030 period. Develop and advance a number of modern coastal urban areas following ecological, green growth, and smart models, linked to sustainable tourism development and climate change adaptation.
Implement the National Urban Classification Plan for the 2021–2030 period according to the designated roadmap. Execute the Urban Development Plan to Address Climate Change for the 2021–2030 period. Implement the Green Growth Urban Development Plan in Vietnam through 2030. Advance the Smart and Sustainable Urban Development Plan in Vietnam for the 2018 - 2025 period with a vision to 2030, including piloting the application of the Smart city criteria framework and the urban climate resilience index. Carry out the National Program on Safe Water Supply and Water Loss Prevention for the 2021 - 2025 period. Implement the Urban and Industrial Water Supply and Drainage Development Plan through 2025, with a vision to 2050.
a) Effectively fulfill the strategic advisory function for the Party and the State regarding military and defense tasks. Proactively conduct research, closely monitor, assess, and accurately forecast the situation to provide timely advice and effectively handle emerging issues, preventing unexpected situations. Focus on building a "streamlined, strong, and capable" military, with an emphasis on improving training quality, combat readiness, and tactical flexibility. Organize and implement parades and commemorative events for the 50th anniversary of the Liberation of Southern Vietnam, the 80th National Day, the 80th anniversary of the Vietnam People's Public Security Force, and the 20th anniversary of the National Defense and Security Day.
Proactively formulate combat plans in accordance with real-world situations. Maintain high vigilance and combat readiness, closely manage airspace, maritime areas, borders, domestic regions, and cyberspace, especially in strategic and key locations, to firmly protect national sovereignty, territorial integrity, and national interests. Enhance training exercises and maintain rapid response forces to effectively address various situations. Build, manage, and protect peaceful, friendly, cooperative, and developing national borders while strictly controlling entry and exit activities. Closely coordinate with central-level agencies to lead and direct national defense efforts, leveraging collective strength and mobilizing resources to build a robust all-people defense system. Research and develop modern defense technologies to support national security tasks. Effectively implement policies that integrate national defense and security with socio-economic development at both regional and national levels.
Direct the thorough preparation of personnel, equipment, and civil defense plans to promptly and effectively respond to non-traditional security challenges. Develop and issue national-level documents, plans, and programs; coordinate research efforts to monitor and assess natural disasters and geological conditions to proactively formulate response strategies. Effectively implement international cooperation in disaster response, search and rescue operations, post-war recovery, mine clearance, handling of chemical contamination, and participation in United Nations peacekeeping activities.
b) Ensure absolute security and safety for the activities of Party and State leaders, significant political, cultural, and social events, key infrastructure targets, foreign delegations, and major international conferences hosted in Vietnam. Focus on protecting the Party Congresses at all levels for the 2025–2030 term, the Central Committee meetings of the 13th tenure, National Assembly sessions of the 15th tenure, and celebrations for the 80th anniversary of the August Revolution and National Day, etc.
Strengthen efforts to monitor security and public order, particularly regarding factors affecting Vietnam’s national security and interests, to provide timely recommendations to the Party and the State on policies and strategies. Ensure absolute readiness and prevent strategic surprises, contributing to the firm protection of the Fatherland from an early stage and from a distance. Focus on combating, preventing, and neutralizing espionage plots, intelligence activities, terrorism, sabotage, and attempts to incite protests that disrupt security and public order. Strengthen internal political security protection, ensuring security in personnel preparations for Party Congresses at all levels leading up to the 14th National Party Congress. Protect the ideological foundation of the Party and counter false and hostile viewpoints. Ensure security in information and communications, cybersecurity, and economic security. Enhance religious security measures, decisively resolve disputes and grievances, particularly those related to land, religion, and ethnic affairs, to prevent adversaries from exploiting them for disruptive activities and to prevent the emergence of security "hotspots." Ensure security and public order in key strategic regions, including the Northwest, Central Highlands, and Southwest regions.
Identify and implement proactive solutions to curb and sustainably reduce crime rates. Decisively crack down on various crimes and social evils, particularly murder, financial fraud, bank and jewelry store robberies, illegal gambling operations, predatory lending ("black credit"), youth-related crimes, human trafficking, transnational drug trafficking networks, and domestic drug hotspots. Strictly prosecute corruption, economic crimes, smuggling, environmental crimes, cybercrimes, and online fraud, particularly in areas prone to corruption and misconduct.
Enhance efforts to maintain public order and traffic safety, urban security, and fire prevention and firefighting. Implement comprehensive measures to mitigate traffic congestion in major cities and key transport routes. Strictly enforce regulations on drunk driving and drug use among vehicle operators.
Strengthen diplomatic relations to maintain a favorable foreign policy environment and deepen Vietnam’s ties with neighboring countries, major powers, and key strategic partners in a substantive, sustainable, and long-term manner. Strengthen high-level diplomatic activities to deepen bilateral relations with key partners, enhance political trust, and interweave mutual interests. Leverage opportunities from expanding and upgrading relationships with partners by translating agreements and commitments into concrete, practical, and effective programs and projects. Organize the dissemination and implementation of Conclusion No. 71-KL/TW, dated February 16, 2024, of the Politburo on major tasks and solutions for executing the foreign policy direction set by the 13th National Party Congress and related initiatives. Enhance coordination between Party diplomacy, state diplomacy, and people-to-people diplomacy to maximize synergies and capitalize on the unique advantages of each field, particularly in research, forecasting, and strategic advisory. Ensure the timely, substantive, and effective implementation of Vietnam’s commitments with foreign partners, conduct quarterly reviews of progress, and report to the Prime Minister.
Continue efforts to safeguard sovereignty and territorial integrity, appropriately handle emerging issues, and maintain peaceful and stable land and maritime borders in compliance with international law and legal agreements with partners. Promote cross-border economic cooperation.
Strengthen economic diplomacy and external economic activities through innovative approaches. Develop and actively implement targeted and strategic sectoral diplomatic initiatives, particularly in technology, semiconductors, digital transformation, and renewable energy, aligning with Vietnam’s new growth model and its aspirations for breakthrough development. Effectively leverage existing free trade agreements, particularly the EVFTA, RCEP, and CPTPP, while actively negotiating and signing new economic cooperation frameworks and exploring participation in emerging economic integration initiatives to safeguard national interests. Continue to promote and implement strategic cooperation agreements with key partners in areas such as digital and green transformation.
Elevate Vietnam’s role in multilateral diplomacy by proactively engaging in shaping global governance, contributing to international rule-making, and addressing global challenges. Strengthen Vietnam’s candidacy for key international organizations and forums, enhance its role as a mediator and facilitator in issues where the country has interests, capabilities, and advantages. Prepare for and successfully host major multilateral events in 2025, including the Partnering for Green Growth and the Global Goals 2030 (P4G) Summit and the 16th UNCTAD Ministerial Conference. Begin preparations to host APEC 2027 in Vietnam.
Effectively organize diplomatic celebrations for milestone anniversaries with strategic and key partners, including China (75 years), Russia (75 years), the United States (30 years), Indonesia (70 years), Germany (50 years), Cuba (65 years), ASEAN (30 years), North Korea (75 years), and the EU (35 years), etc. Further integrate cultural diplomacy with political and economic diplomacy, as well as outreach to overseas Vietnamese communities, to contribute to national development, maximize soft power, and enhance Vietnam’s global standing and reputation. Innovate and effectively implement initiatives related to overseas Vietnamese, consular affairs, and citizen protection. Advance the implementation of Vietnam’s Cultural Diplomacy Strategy through 2030.
Ensure comprehensive and in-depth coverage of key messages and activities of the Party, State, National Assembly, and Government leadership. Closely align media messaging with the conclusions and resolutions of the Party Central Committee, National Assembly, and Government, focusing on disseminating solutions for Vietnam’s socio-economic development in 2025 as a foundation for the upcoming Party Congresses at all levels and the 14th National Party Congress. Provide the public with timely, accurate, and reliable information while proactively shaping public discourse to harness national solidarity and drive the successful implementation of the 13th National Party Congress Resolution.
Prioritize communication efforts on the Party’s guidelines, the State’s policies and laws, and major national events in 2025. Promote positive role models and success stories while ensuring media coverage is closely aligned with real-world developments. Strengthen public information campaigns to maintain social stability and create an enabling environment for national development, security, and defense. Vigorously safeguard the ideological foundation of the Party, resolutely counter false narratives and hostile propaganda. Provide fact-based responses to public concerns, dismantle misinformation, and take strict measures against individuals and organizations spreading harmful, false, or misleading information. Expand meaningful patriotic emulation movements to achieve tangible results. Enhance grassroots democracy and further empower the Vietnam Fatherland Front, its member organizations, and social groups to foster social consensus and reinforce national unity.
1. Ministers, heads of ministerial-level agencies, heads of Governmental agencies, and chairpersons of the People’s Committees of provinces and centrally-affiliated cities shall:
a) Maximize the positive outcomes achieved, strive to overcome limitations and shortcomings across all sectors, and seriously and comprehensively implement the tasks and solutions outlined in Conclusion No. 97-KL/TW, dated October 5, 2024, of the 10th Plenum of the 13th Party Central Committee; Resolution No. 158/2024/QH15 of the National Assembly on the Socio-Economic Development Plan for 2025; Resolution No. 159/2024/QH15 on the state budget estimate for 2025; other resolutions of the Party and National Assembly; and the tasks and solutions set forth in this Resolution. Promptly address emerging issues, ensure significant progress from the beginning of the year, and take full responsibility before the Government and the Prime Minister for the implementation results of their respective ministries, sectors, and localities.
b) Before January 20, 2025, develop and issue action programs, implementation plans, and specific documents at the ministry, sector, and local levels to carry out this Resolution. These documents shall clearly define the objectives, tasks (including lead responsibilities and coordination with relevant agencies), implementation timeline, and the responsible unit. Reports shall be sent to the Ministry of Planning and Investment for consolidation and presented at the Government’s regular meeting in January 2025.
c) Regularly monitor, inspect, and supervise the progress and results of assigned targets and tasks. Quarterly, consolidate and assess the implementation of targets specified in Annexes I, III, and IV, and submit reports to the Ministry of Planning and Investment before the 20th day of the last month of each quarter for consolidation and reporting to the Government.
d) Conduct a review and assessment of the implementation of this Resolution within the scope of assigned functions and responsibilities, and prepare content for drafting the Government’s Resolution for 2026. Reports shall be submitted to the Ministry of Planning and Investment before November 15, 2025, for consolidation and presentation at the Government’s meeting in December 2025.
2. Ministries, ministerial-level agencies, and governmental agencies shall proactively monitor domestic and international developments, enhance analytical, assessment, and forecasting capabilities to implement timely, comprehensive, and synchronized solutions that capitalize on opportunities and mitigate negative impacts on the economy, business activities, and citizens’ livelihoods. Promote digital transformation, ensure accurate and timely statistics and reporting, and update sectoral and field-specific development scenarios quarterly. Reports shall be submitted to the Ministry of Planning and Investment for integration into the national growth scenario in Annex II.
3. Ministries and agencies responsible for macroeconomic monitoring shall ensure close and effective coordination in advising and proposing specific solutions for macroeconomic management. Promptly report any arising issues to the Government and the Prime Minister. The Ministry of Planning and Investment shall take the lead, in coordination with the Government Office and relevant agencies, in urging, monitoring, and inspecting the implementation of this Resolution.
4. Ministries, sectors, and localities shall develop growth scenarios and state budget revenue targets for 2025 and submit them to the Ministry of Planning and Investment and the Government Office before January 20, 2025. Based on these submissions, the Ministry of Planning and Investment shall take the lead, in coordination with the Government Office and other ministries, sectors, and localities, in consolidating and reviewing the targets to ensure alignment with the national growth scenario. The consolidated targets shall be reported to the Government for issuance in January 2025. Monitor, evaluate, and update implementation progress quarterly, and report to the Government for policy guidance.
5. The Ministry of Finance shall take the lead, in coordination with central and local agencies, in guiding the scope and entities eligible for additional current expenditure savings in the 2025 budget estimate compared to 2024, beyond the mandatory 10% current expenditure savings required for wage reform as stipulated in Section II, Clause 2a of this Resolution.
6. The Ministry of Information and Communications shall take the lead, in coordination with the Central Propaganda Department, news agencies, ministries, central agencies, and local governments, in widely disseminating and promoting this Resolution./.
