Resolution No. 60-NQ/TW dated April 12, 2025 the eleventh plenum of the 13th Central Committee of the Communist Party of Vietnam

RESOLUTION

THE ELEVENTH PLENUM OF THE 13^TH CENTRAL COMMITTEE OF THE COMMUNIST PARTY OF VIETNAM

The eleventh plenum of the 13^th Central Committee of the Communist Party of Vietnam is held from April 10 to April 12, 2025 in Hanoi. After considering and discussing the written requests, schemes and reports of the Politburo and based on the voting results of the Central Committee of the Communist Party of Vietnam,

HEREBY RESOLVES TO:

1. Approve the following contents of draft documents submitted to the 15^th National Party Congress:

- The political report of the 13^th Central Committee of the Communist Party of Vietnam at the 14^th National Party Congress

- The report on summarizing theoretical and practical issues with implementation of socialist-oriented reform in the last 40 years of Vietnam

- The report of the 13^th Central Committee of the Communist Party of Vietnam on the work of the Party building and implementation of the Communist Party Charter submitted to the 14^th National Party Congress.

- The report on evaluation of the 5-year implementation of the 10- year Socio-economic Development Strategy in the period of 2021 - 2030; directions, tasks for the development of the socio-economics from 2026 to 2030.

Assign the Politburo to direct sub-committees of the 14^th National Party Congress to absorb and complete the above draft documents to collect opinions of the congress of the party committees at all levels in the period of 2025 – 2030 in accordance with the law based on the opinions of the central authorities and the report on absorption and explanation of the Politburo.

2. Approve the draft Guidelines on the personnel work of the 14^th Central Committee of the Communist Party of Vietnam.

The Politburo shall direct the completion of the Guidelines on the personnel work and report to the Central Committee of the Communist Party of Vietnam based on the opinions of the central authorities and the report on absorption and explanation of the Politburo.

3. Provide opinions on the introduction of additional personnel for the 14th Central Committee of the Communist Party of Vietnam to the Politburo for consideration and decision on the plan for the 14^th Central Committee of the Communist Party of Vietnam for the period of 2026 – 2031 within their jurisdiction.

4. Approve the Scheme on the method for election of deputies to the 16^th National Assembly of Vietnam and delegates to the People's Councils at all levels in the period of 2026 – 2031.

The Politburo shall issue the Decision on the method for election and the Directive on the leadership for election of the 16th National Assembly of Vietnam and delegates to the People's Councils at all levels in the period of 2026 – 2031; take charge and direct the preparation and organization of the election of the 16th National Assembly of Vietnam and delegates to the People's Councils at all levels in the period of 2026 – 2031 based on the opinions of the central authorities and the report on absorption and explanation of the Politburo.

5. Approve the proposals of the Politburo and the Scheme on the merger of province-level administrative units, dissolution of district-level administrative units, merger of the commune-level administrative units and formulation of 2-level local government; arrange political-social organizations, mass organizations whose tasks are assigned by the Communist Party of Vietnam and the State into the Vietnam Fatherland Front; restructure, streamline the organizational structure of the People's Court and the People's Procuracy; establish local party organizations; amend and supplement some articles of the Constitution in 2013.

Approve some following specific contents on implementation of tasks and measures to improve and enhance efficiency, effectiveness, and performance of the organizational apparatus of the political system:

- Regarding 2-level local government: (1) Approve the formulation of 2-level local government: the provincial level (provinces and central-affiliated cities) and the commune level (communes, wards, special administrative regions affiliated to provinces and cities); terminate the operations of district-level administrative units from July 1, 2025 after the Resolution on amendments to the Constitution in 2013 and the amended Law on Organization of Local Government in 2025 takes effect. (2) Approve the number of province-level administrative units after the merger will be 34 provinces and cities (28 provinces and 6 central-affiliated cities); names and political – administrative centers of province-level administrative units shall be determined in accordance with the principles prescribed in the Written request and Scheme of the party committee of the Government (detailed list is attached to this Resolution). (3) Approve the merger of commune-level administrative units to ensure that the number of commune-level administrative units shall be reduced by about 60% - 70%.

- Regarding the Vietnam Fatherland Front and political-social organizations, mass organizations whose tasks are assigned by the Communist Party of Vietnam and the State: (1) Approve the restructuring, streamlining and consolidating the Vietnam Fatherland Front agencies, political-social organizations, mass organizations whose tasks are assigned by the Communist Party of Vietnam and the State at central level, provincial level and commune level in accordance with the Written request and Scheme of the party committee of the Vietnam Fatherland Front, central associations. The restructuring and streamlining of the organizational apparatus must ensure close connection with the grassroots, and the legitimate interests and rights of the people, members, and associates of each organization. (2) Approve the termination of operations of trade unions of public employees and armed forces; reduce the amount of trade union fees contributed by trade union members.

- Regarding the system of People's Courts and People's Procuracies at all levels: Approve the restructuring and streamlining of organizational apparatus of the People's Court and People's Procuracy. The People's Court and People's Procuracy have 3 levels: The Supreme People's Court and People's Procuracy, the province-level People's Courts and People's Procuracies and the regional People's Courts and People's Procuracies. Operations of the High People’s Courts, High People's Procuracies, commune-level People's Courts, and commune-level People's Procuracies shall be terminated.

- Regarding local party organizations: Approve the organization of local party organizations corresponding to the province- and commune-level administrative systems. Operations of commune-level party committees (communes, district-level towns, cities, districts affiliated to provinces and central-affiliated cities) shall be terminated. Establish party organizations corresponding to province- and commune-level administrative units in accordance with the Communist Party Charter and the regulations of the central authorities.

The Politburo shall direct, complete, issue regulations, guidelines to ensure the stability and uninterrupted operation of the local party organizations based on the opinions of the central authorities and the report on absorption and explanation of the Politburo.

The Politburo shall direct the party committee of the Government to carry out following tasks: Complete the Scheme for restructuring administrative units at all levels including researching and reviewing the criteria for restructuring communes, wards, special administrative regions and formulating 2-level local government; direct competent authorities to cooperate with relevant provinces and central-affiliated cities to complete the Scheme for restructuring and merger of province- and commune-level administrative units, People’s Councils, People’s Committees at all levels to submit to the National Assembly, the Standing Committee of the National Assembly for consideration and decision within their jurisdiction; take charge and direct competent authorities at central level to cooperate with local authorities to complete legislative documents to restructure administrative units at all level, organize 2-level local government, promote decentralization at local authorities, ensure conditions, resources to implement and enhance the role of autonomy and self-responsibility of local governments; review regimes, policies, progress for streamlining personnel, calculate costs and balance the budget; ensure the unity, synchronization, and close connection with the effective implementation of the policies and resolutions of the Central Committee, Politburo, 13^th Central Secretariat on restructuring and streamlining organizational structure of the political system.

The standing committees of party committees of provinces, cities and party committees affiliated to central authorities shall take charge, direct and formulate the Scheme as instructed by competent authorities to restructure province- and commune-level administrative units, dissolve district-level administrative units. Based on the criteria and actual situation of each province, proactively research and formulate the plan, and report to competent authorities for decision on the restructuring, names, locations of commune-level headquarters; ensure that the commune-level government is streamlined, effective, close to the people, responsive to the people while reducing costs; implement the organization of 2-level local government in accordance with the law to ensure the timeline, progress, target, effectiveness; successfully organize the party congress at all levels and 14^th National Party Congress of the Communist Party of Vietnam; strengthen anti-corruption, anti-waste, and anti-negativity in the official works, management, and use of finances and public assets; resolve administrative procedures for citizens and enterprises to ensure continuity and uninterrupted services.

6. Approve amendments to Decision No. 232-QD/TW dated January 20, 2025 of the Central Committee of the Communist Party of Vietnam on implementation of the Communist Party Charter; Decision No. 22-QD/TW dated July 28, 2021 and Decision No. 262-QD/TW dated February 03, 2025 of the Central Committee of the Communist Party of Vietnam on inspection, supervision and discipline of the Communist Party of Vietnam.

The Politburo shall direct the collection, completion and issuance within jurisdiction based on the conclusion of central authorities.

7. Approve amendments to Directive No. 35-CT/TW dated June 16, 2024 and Conclusion No. 118-KL/TW dated January 18, 2025 of the Politburo on party congress at all levels and 14^th National Party Congress of the Communist Party of Vietnam.

The Politburo shall direct the collection, completion and issuance within jurisdiction based on the conclusion of central authorities and the report on absorption and explanation of the Politburo.

8. Approve amendments to the Constitution, laws related to regulations on the Vietnamese Fatherland Front, political-social organizations and regulations on local government on restructuring the organizational structure of the political system, which take effect from July 01, 2025; complete before June 30, 2025; regulate transitional period to ensure continuity and uninterrupted operations and comply with the timeline for restructuring and merging.

The Politburo shall direct the party committee of the National Assembly to take charge and direct the National Assembly, the Standing Committee of the National Assembly to cooperate with relevant authorities to implement the amendments to some articles of the Constitution in 2013 in accordance with the law; issue Resolutions of the National Assembly, the Standing Committee of the National Assembly related to restructuring administrative units at all levels and organization of 2-level local government in conformity with the progress to create a legal basis for restructuring the organizational structure of the political system, resolve difficulties and obstacles, remove bottlenecks, unleash production capacity, and mobilize all resources for development. The party committee of the Government shall direct and provide guidelines on documents, administrative procedures, use of seals, etc to prevent disruption and waste.

9. Approve the report of the Politburo on important tasks that the Politburo has resolved after the tenth and eleventh plenums of the 13^th Central Committee of the Communist Party of Vietnam, and important tasks in the eleventh and twelfth plenums of the 13^th Central Committee of the Communist Party of Vietnam; the report on completion of institutional framework; general reports on the country's situation, the challenges to security and order in recent times, the global and regional situation, and the directions and tasks for the near future; situation and measures for resolving new reciprocal tariffs of the United States.

10. Listen to the specialized report on breakthroughs in science, technology, innovation, and digital transformation for national development.

11. Agree to relieve Nguyen Van Hieu from the position of the Alternate Member of the 13^th Central Committee of the Communist Party of Vietnam.

12. Enforce discipline by dismissing Truong Hoa Binh, former member of the Politburo, former Deputy Secretary of the Board of officials of the party committee of the Government, and former Standing Deputy Prime Minister, from all positions within the Party.

The Central Committee of the Communist Party of Vietnam requests Communist Party committees, authorities, agencies, units, organizations, especially those in leadership positions, to focus on amendments and improvement of the organizational structure including regulations on state management, national governance, and social management in the direction of decentralization, delegation of authority, clear delineation of functions, tasks, powers, responsibilities, and organization of machinery at each level, sector, authority, unit, organization, and individual. The tasks in the coming time are very challenging and sensitive but they also create an opportunity for all levels, sectors, and local authorities to select, restructure, and deploy personnel. The Central Committee of the Communist Party of Vietnam shall promptly adjust and synchronously issue regulations and guidelines to ensure that authorities, units, and organizations within the political system operate smoothly, effectively, and efficiently under the new organizational structure.

The Central Committee of the Communist Party of Vietnam calls on the entire Party, people, and armed forces to remain united, cohesive, and strive to overcome difficulties and challenges, successfully implement the tasks of restructuring administrative units and streamlining the organizational structure of the political system in the spirit of Resolution No. 18-NQ/TW of the 12^th Central Committee of the Communist Party of Vietnam; achieve a GDP growth target of 8% or higher, other socio-economic development goals; ensure national defense, security, and foreign affairs in 2025, and successfully organize the party congress at all levels for the 2025-2030 period and 14^th National Party Congress of the Communist Party of Vietnam.
