RESOLUTION
ON THE REGULAR GOVERNMENT’S MEETING IN MARCH 2025 AND ONLINE CONFERENCE BETWEEN THE GOVERNMENT AND LOCAL AUTHORITIES
THE GOVERNMENT
Pursuant to the Law on Government Organization dated February 18, 2025;
Pursuant to Decree No. 39/2022/ND-CP dated June 18, 2022 of the Government on Working Regulation of the Government;
In consideration of the discussion of Government members, opinions of deputies in the meeting and conclusion of the Prime Minister in the regular Government’s Meeting in March 2025 and online conference between the Government and local authorities held on April 06, 2025.
HEREBY RESOLVES:
I. Regarding socio-economic situations in March and the first quarter of 2025
1. Significant achievements
The Government agrees the following issues: In March and the first quarter of 2025, the global situation continues to evolve rapidly, remains complex and unpredictable. Strategic competition among major countries intensifies. The reciprocal tariffs of the United States and the reactions of some countries are increasing the risk of a "global trade war" and diminishing the prospects for global economic growth. Domestically, thanks to the comprehensive and timely leadership of the Central Committee of the Communist Party of Vietnam including direct and regular leadership of the Politburo and the Central Secretariat with General Secretary To Lam at the helm; the close and effective cooperation of the National Assembly; the active involvement of the entire political system; the consensus and active participation of the People and enterprises; the support and assistance from international friends, the Government, Prime Minister, Ministers, ministerial agencies, Governmental agencies, Presidents of Province-level People’s Committees, authorities and units focused on directing and managing all fields, ensure clear personnel, tasks, progress, responsibilities, results, authority to urgently, consistently, and effectively implement a large volume of tasks, regular works with clear priorities, and flexibly and promptly respond to urgent issues and changes outside of Vietnam. Thanks to the above efforts, the socio-economic situations in March and the first quarter of 2025 achieved many important and positive results which are better than the previous month and the same period of the last year. The Government determines to strive to achieve the highest level of goals and targets in the socio-economic development plan in 2025.
The macroeconomics remains stable. Inflation is under control. Growth is being promoted. Big targets are secured. The Gross Domestic Product (GDP) in the first quarter increases by 6,93% compared to the same period of the last year and exceeded the target prescribed in Resolution No. 01/NQ-CP. This is the highest growth rate from 2020 to date and continues to place Vietnam among the group of economies with the highest growth rates in the world. There are 26 provinces that have achieved and exceeded the target growth of GRDP with growth rates reaching approximately double digits, such as: Bac Giang, Hoa Binh, Nam Dinh, Da Nang, Lai Chau, Hai Phong, Hai Duong, Quang Ninh, Ha Nam, Hue, Tuyen Quang, Yen Bai, etc. The average Consumer Price Index (CPI) in the first quarter increases by 3,22% compared to the same period. The foreign exchange market is stable. Interest rates remain low, and the demand for foreign currency in the country is satisfied to ensure the safety of the banking system. The state budget revenue exceeds the estimate by 36,7% for the whole year, which constitutes an increase of 29,3% compared to the same period. Public debt, government debt, and external debt are well controlled. The total import-export turnover, export turnover, and import turnover in the first quarter increase by 13,7%, 10,6%, and 17% respectively compared to the same period. The trade surplus reached 3,16 billion US dollars (USD). In the first quarter, the disbursement of public investment reaches 9,53% of the plan; the total social investment increases by 8,3%, which is 2,8% higher than the same period in 2024.
The main sectors and fields of the economy have maintained positive growth. The industrial sector continues to be the leading driver of economic growth. The Industrial Production Index (IIP) in the first quarter increases by 7,8% compared to the same period last year with manufacturing and processing industries growing by 9,5%. 59 provinces have reported an increase in their IIP compared to the same period. The agricultural sector and services show significant growth in compliance with the plan. Energy and food security are ensured. The total retail sales of goods and the revenue from consumer services in the first quarter increases by 9,9% compared to the same period with significant growth in the following provinces: Hanoi, Ho Chi Minh City, Hai Phong, Can Tho, Da Nang, etc. The Purchasing Managers' Index (PMI) for March reaches 50,5 points. Many enterprises increase the production and accelerate their order progress. Tourism continues to be a bright spot. The number of international visitors to Vietnam in March reaches over 2.05 million, which constitutes an increase of 28,5% compared to the same period of the last year. Overall, in the first quarter, there are over 6 million visitors, which constitutes an increase of 29,6% compared to the same period of the last year. During the quarter, there are nearly 73 thousand new enterprises and enterprises resuming their operations, which constitutes an increase of 18,6% compared to the same period. The total registered foreign direct investment (FDI) reaches nearly 11 billion USD, which constitutes an increase of 34,7% compared to the same period. The actual FDI implementation reaches nearly 5 billion USD, which constitutes an increase of 7,2%. Many international organizations positively give positive assessment to the Government's leadership and management results, as well as the Prime Minister's efforts. They have optimistic forecasts for the economic growth of Vietnam.
Social security works are prioritized and effectively implemented by authorities at all levels. 6,9 thousand tons of rice are promptly provided to support people affected by storms and bloods. The movement to eliminate temporary and dilapidated houses is vigorously implemented. Up to now, there have been 189 thousand temporary and dilapidated houses demolished, 92,2 thousand new houses completed and nearly 97 thousand houses under construction. The employment situation has shown positive changes, and the people's living standards continue to improve. 96,4% of households are assessed to have more stable or higher incomes compared to the same period. The average income of employees is 8,3 million VND per month, which constitutes an increase of 9.5% compared to the same period. Vietnam's happiness index in 2025 has increased by 8 ranks (46th globally and 2nd in Southeast Asia).
The fields of culture, society, information, and communication continue to be intensified. Many cultural and artistic programs are organized to celebrate the country's major holidays and promote tourism. Activities commemorating the 50th anniversary of the Liberation of the South and National Reunification are actively being prepared. The education focuses on implementing the Government's Action Program to carry out the conclusions of central authorities on fundamental and comprehensive innovation in education and training; preparing for the National High School Graduation Examination, and university and college entrance examinations in 2025. Disease prevention and control efforts are carried out promptly and effectively. Timely vaccination campaigns against measles are implemented. The quality of healthcare services is improved to ensure the availability of medicines and medical supplies for the People's healthcare.
Efforts to build and improve the legal system and institutional framework are carried out resolutely to ensure the progress and quality in accordance with the directives of the central authorities, Politburo, and National Assembly. Several law bills and resolutions are issued based on new thinking in legal development, which initially removes bottlenecks, difficulties, and obstacles in practice. The rearrangement of province- and commune-level administrative units and formulation of 2-level local government shall be urgently, resolutely, thoroughly, scientifically and closely prepared for reporting to the central authorities and Politburo.
Following tasks shall be focused: Implementing the Government's Action Program on implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo, reforming administrative procedures, improving the business environment, implementing the Scheme for developing applications for population data, identification, and electronic authentication to serve the national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06), and providing online public services. The prevention of corruption, waste, and negativity is emphasized. Many important and urgent tasks related to promoting economic growth, disbursing public investment capital are intensified to achieve the national growth target of 8% or higher in 2025.
A report is promptly submitted to the Politburo for direction and implementation of short-term and long-term solutions across various aspects to respond appropriately and effectively to the United States' new reciprocal tariff. Projects, delayed tasks, obstacles, and prolonged waste are accelerated, inspected, and resolved to free up resources for development. The activities of inspection teams and task forces are optimized to effectively resolve and overcome difficulties. Public investment capital disbursement is accelerated. Projects of national significance and important transportation sector are being implemented. The production, business, and socio-economic activities at all levels are developed.
National defense, security, independence, and sovereignty are safeguarded. The political security and social order are ensured. Foreign affairs, particularly high-level diplomatic activities of the Communist Party of Vietnam and State leaders, are intensified and yielding practical results. Economic diplomacy is intensified. The upgrade of relationships with many countries has created new opportunities and momentum for the country's socio-economic development and enhancement of Vietnam's position and reputation on the international stage.
2. Shortcomings and limitations
In addition to above basic achievements, our country still faces many difficulties and challenges. The macroeconomic stability is maintained, but there are still inherent risks. The growth targets for 2025 and beyond face significant challenges, especially due to the impact of the reciprocal tariff of the United States. The processing, manufacturing, export industries, FDI attraction, private investment, consumption, and domestic employment are facing difficulties. The interest rate environment for loans has decreased, but the overall economic demand remains weak. The number of enterprises withdrawing from the market remains high. The disbursement rate of public investment is lower compared to the same period.
Financial and currency markets still face many difficulties and pressures, which affects the efficiency of capital supply to the economy. Difficulties and obstacles in the real estate market are gradually resolved but the progress is slow. Despite strong directives to improve institutional and legal frameworks, there are still shortcomings. Some regulations, administrative procedures, business requirements, standards, and technical regulations remain complex leading to prolonged processing times and increased costs for procedures. The livelihoods of some people are still difficult, especially people living in remote, mountainous, ethnic minority, border, and island areas. The security, social order, crime in some areas, high-tech crime, and online fraud pose complex challenges.
3. Key lessons
Based on practical leadership, direction, management, following key lessons are absorbed: (i) Adhere closely to the policies of the Communist Party of Vietnam to promptly formulate specific plans and action programs, ensure clear personnel, tasks, progress, products, responsibilities; (ii) Closely monitor the reality, enhance the analytical and forecasting capabilities, proactively grasp the situation, identify issues early on for flexible and timely responses, especially for newly emerging, inter-sectoral, urgent issues with no precedent; (iii) Intensify unity and solidarity, foster the spirit of “Ensuring unity within the country”, promote self-reliance, self-confidence, autonomy, and national pride; promote proactive, creative, and innovative thinking and actions at all levels; (iv) Be consistent and steadfast in strategy; be flexible and adaptable in tactics; maintain high determination, great effort, resolute action with clear priorities; be flexible, creative, bold in thinking, decisive in action, and fully accountable for the common good; (v) Perform well in information and communication work, accurately and objectively reflect the situation; actively communicate the direction, policies, create motivation, confidence, and social consensus, create a new atmosphere for development.
II. Main tasks and solutions in the upcoming time
The world situation is expected to continue experiencing significant, rapid, complex, and unpredictable changes. Military conflicts in some regions persist. Fierce strategic competition among major powers intensifies. Widespread trade wars occur. Supply chain and global value chain might be disrupted, etc. Domestically, there are more difficulties and challenges than opportunities and conveniences. Extreme weather conditions pose risks to agricultural production, manufacturing, and electricity supply. New, unpredictable factors from both inside and outside the economy exert pressure on macroeconomic stability, inflation, exchange rates, major balances, and management efforts to promote growth.
In this situation, the Government and the Prime Minister have instructed Ministers, heads of ministerial agencies, Governmental agencies, and Presidents of People's Committees of provinces and central-affiliated cities to thoroughly and effectively implement the socio-economical development tasks and solutions in accordance with the Resolutions and Conclusions of the central authorities, the Politburo, the National Assembly, the Central Secretariat and the Government, especially Resolution No. 01/NQ-CP and 02/NQ-CP on January 8, 2025, Resolution No. 25/NQ-CP on February 5, 2025, resolutions of regular government meetings, Directives, Official Dispatches, and directives of the Prime Minister; to uphold responsibility, determination, timeliness, and close cooperation, synchronization, and effectiveness in directing and managing. Members of the Government, central authorities, and authorities at all levels shall not be complacent or satisfied with the initial results, but also not be pessimistic or swayed by complex and difficult developments and external impacts; maximize opportunities and advantages, quickly resolve emerging difficulties and obstacles, strive to overcome challenges, aim to achieve and exceed the targets and objectives of the socio-economic development plan in 2025, especially the growth target; effectively implement the following tasks:
1. Prioritize strong promotion of high growth while maintaining stable macroeconomic, controlling inflation, and ensuring the major balances of the economy; proactively, flexibly, promptly and effectively issue policies to emerging issues; firmly sticking to the GDP growth target of over 8% in 2025.
a) Ministries, authorities within their jurisdiction shall:
(1) Closely monitor international and regional developments, fully assess their impacts on our economy and society to develop response plans, issue timely and appropriate policies, and avoid being passive or caught off guard. Urgently implement flexible, effective short and long term to adapt to the reciprocal tariff of the United States; enhance information exchange and jointly propose effective cooperation directions that align with the comprehensive strategic partnership between Vietnam and the United States for the benefit of both countries' citizens and enterprises.
(2) The Presidents of the People's Committees of the 37 provinces and central-affiliated cities that did not meet the GRDP growth target in the first quarter of 2025 shall collaborate with the Ministry of Finance to review, clarify the causes, propose solutions, and adjust the GRDP growth plan for the following months and quarters of 2025 to ensure the achievement of the Government's targets as prescribed in Resolution No. 25/NQ-CP dated February 5, 2025.
b) The Ministry of Finance shall take charge and cooperate with authorities to:
(1) Urgently review and accurately assess the impacts of the reciprocal tariff of the United States on Vietnam; research and propose the support plan for enterprises and employees engaged in sectors affected by the reciprocal tariff of the United States to competent authorities by April 15, 2025.
(2) Urgently present to the competent authorities the draft Resolution of the National Assembly on reducing value-added tax, which takes effect from July 1, 2025 until December 31, 2026 and Decree on elaborating the Resolution No. 107/2023/QH15 dated November 29, 2023 of the National Assembly on application of additional corporate income tax in accordance with the Global Anti-Base Erosion Rules by April 2025.
(3) Urgently finalize the Resolution on breakthrough mechanisms and policies for private sector, complete the draft Resolution of the National Assembly on developing international financial center and regional financial center in Vietnam, report to the competent authorities by April 15, 2025, and submit it at the 9th session of the National Assembly for consideration and approval.
c) The State Bank of Vietnam shall take charge and cooperate with authorities to:
(1) Closely monitor the international and regional situations, changes, and adjustments to policies by major economies to proactively, flexibly, timely, and effectively manage monetary policies; manage exchange rates in line with market conditions, and be prepared to intervene to stabilize the foreign exchange market if necessary.
(2) Direct credit institutions to vigorously and effectively implement measures to strive for a reduction in interest rates for loans, create conditions for individuals and enterprises to access funding at reasonable costs and low capital rates; channel credit into production and business sectors, priority sectors, and growth drivers; increase short-term lending to support enterprises affected by the reciprocal tariff of the United States.
(3) Research and develop a preferential credit package for individuals under 35 years old purchasing a house, a credit package of around 500 billion VND (similar to credit packages for forestry, aquaculture, and social housing) for enterprises investing in infrastructure and digital technology with long-term loans, and report to the Prime Minister in April 2025.
2. Urgently finalize the model of 2-level local government, promote the restructuring and streamlining of the administrative apparatus linked to improvement of institutional framework, and effectiveness and efficiency of state management; thoroughly prepare the contents for the 11th Plenum of the 13th Central Executive Committee and the 9th session of the 15th National Assembly
a) Ministries, authorities within their jurisdiction shall:
(1) Focus on researching and proposing amendments and additions to regulations related to organizational structures in the legal system to ensure the continuous, transparent, and effective operation of the state apparatus in accordance with the Politburo, the Central Secretariat's Conclusion No. 126-KL/TW dated February 14, 2025, Conclusion No. 127-KL/TW dated February 28, 2025, and Conclusion No. 129-KL/TW dated March 10, 2025; emphasize clear delineation of authority among different levels of local government when transitioning from a 3-level to a 2-level local government model, strengthen decentralization from the central to local authorities.
(2) Thoroughly prepare the projects and reports to be submitted to 11th Plenum of the 13th Central Executive Committee, the Politburo, the Central Secretariat, and the 9th session of the 15th National Assembly to ensure quality and progress.
(3) Review and propose law bills, ordinances, and resolutions that need to be included in the Legislative program for 2025 and prepare for the Legislative program for 2026, submit them to the Ministry of Justice before June 1, 2025 for consolidation, report to the Government, and report to the Standing Committee of the National Assembly for consideration and decision.
(4) The ministries and ministerial agencies shall urgently develop and issue documents within their jurisdiction in April 2025 to guide local authorities in transferring tasks to ensure the continuity of sectoral management work in provinces during the merger of province-level administrative units, dissolution of district-level administrative units, and the merger of commune-level administrative units.
b) The Ministry of Home Affairs shall lead and cooperate with authorities to urgently finalize Statement and Scheme for restructuring administrative units at all levels, develop 2-level local government with political, legal, and practical foundations for submission to the Central Committee for approval; submit to the Government for submission to the Standing Committee of the National Assembly for issuance of a Resolution on restructuring province-level and commune-level administrative units; submit to the National Assembly and the Standing Committee of the National Assembly for issuance of a Resolution on the reorganization and merger of province-level and commune-level administrative units in accordance with the progress and requirements of the Politburo and the Central Committee.
c) The Ministry of Justice will expedite the review of law bills and resolutions to be presented to the National Assembly for approval at the 9th session; intensify monitoring, inspection, and urging of ministries and authorities to accelerate the drafting and issuance process within their jurisdiction, and submit detailed regulations to the Government and the Prime Minister for laws and resolutions that have been approved by the National Assembly, decisively resolve the delayed and pending issuance of detailed regulations by April 2025.
3. Accelerate the disbursement of public investment capital, implement 03 national target programs, develop synchronized and modern strategic infrastructure, utilize public investment as a leading force to catalyze and efficiently attract the use of social resources
a) Ministries, authorities within their jurisdiction shall:
(1) Focus on strong and effective leadership and direction to vigorously implement tasks and solutions to accelerate the disbursement of public investment capital, strive to achieve 100% of the Prime Minister's assigned plan for public investment disbursement in 2025. Ministers, heads of ministerial agencies, central authorities, and Presidents of province-level People's Committees shall clearly identify the obstacles and reasons for the slow disbursement of each specific project in order to directly provide guidelines and promptly resolve them within their jurisdiction, report to competent authorities if the issues exceed their jurisdiction. They are fully accountable to the Government and the Prime Minister for the results of the allocation and disbursement of public investment capital in 2025.
(2) Ministers, heads of 19 ministries, central authorities, and 28 local authorities who have not fully allocated the detailed public investment plan from the central budget for 2025 by March 15, 2025, will be reviewed to clarify the responsibilities of the leaders, collectives, and individuals involved in the delays in the detailed allocation of public investment plans. They will be reviewed and handled in accordance with the regulations of the Party and the State's laws by April 25, 2025. For ministries, central authorities, and local authorities that have not fully allocated the 2025 budget plan by March 15, 2025, the Government shall resolutely recall the unallocated central budget funds to allocate them to approved projects that are under construction but lack of funding.
(3) Review and consolidate major and important projects of various sectors and provinces that meet the requirements for groundbreaking and inauguration ceremonies to celebrate the 50th anniversary of the Liberation of the South and National Reunification, and plan to organize online events nationwide on April 19, 2025.
b) The Ministry of Finance shall take charge and cooperate with authorities to:
(1) Summarize proposals for adjusting the 2025 budget plan regarding the funds that have not been allocated in detail by March 15, 2025, and report to the Government and the Prime Minister before April 15, 2025.
(2) Compile proposals for supplementing the central budget investment plan for 2025 from ministries, central authorities, and local authorities, report to the Government for submission to the Standing Committee of the National Assembly of Vietnam for consideration and decision on adjusting the central budget investment plan for 2025 in accordance with the law.
(3) Urgently report to the Prime Minister for announcement of the total amount of mid-term public investment capital for 2026-2030 equivalent to the total public investment capital of the mid-term plan for 2021-2025. This will serve as a basis for ministries, central authorities, and local authorities to approve the investment principles for projects.
(4) Take charge and cooperate with the Ministry of Agriculture and Environment, Ministry of Ethnic and Religious Affairs, and relevant authorities to summarize and evaluate the implementation of the special mechanisms in the execution of the 03 national target programs prescribed in Resolution No. 111/2024/QH15 dated January 18, 2024 of the National Assembly, other relevant Resolutions of the National Assembly relating to the 03 national target programs and 02 Government’s Decrees on the management and organization of the implementation of the national target programs; propose to the competent authorities the management and organization mechanisms for the implementation of the national target programs in the 2026-2030 period, report to the competent authorities in accordance with the law before April 25, 2025.
(5) Compile a report by the end of April 2025 for the Government and the Prime Minister to review and approve the plan for allocating the remaining funds and resources for the 03 national target programs, approve the supplementary budget and planning for each province to ensure sufficient resources for achieving the objectives and tasks of the national target programs.
c) The Ministry of Agriculture and Environment and Ministry of Ethnic and Religious Affairs shall urgently carry out the final evaluation of the implementation of the 03 national target programs for the 2021-2025 period, provide specific and objective assessments of the achieved results, existing issues, and limitations as a basis for proposing the investment principles for the programs in the 2026-2030 phase to the competent authorities for approval, submit the report to the Government in July 2025 for report to the National Assembly during the session in October 2025.
d) The Ministry of Construction shall take charge and cooperate with authorities to urgently finalize and submit to the Prime Minister for approval the adjustment of phase 1 of the Long Thanh International Airport Project in April 2025 in accordance with the directives of the Prime Minister in the Announcement No. 139/TB-VPCP dated March 28, 2025 of the Office of the Government.
dd) The Office of the Government shall urgently advise all members of the Government to intensify inspections and vigorously urge the disbursement of public investment at provinces.
4. Develop vigorously key sectors of the economy, especially processing and manufacturing industries and energy sector; promote sustainable and high-quality agricultural production; ensure secure national energy security and food security
a) Ministries, authorities within their jurisdiction shall:
(1) Enhance the substantial and effective implementation of restructuring the economy in connection with innovation of the growth model, focus on sectors with potential, advantages, high added value, and sustainability; improve competitive capacity, gradually reduce reliance on low-cost advantages, tax incentives, and develop industry clusters linked by value chains.
(2) Focus on resolving the difficulties of large industrial projects that play a crucial role in electricity, oil and gas, processing and manufacturing industries, minerals, etc., to expedite their operations, increase production capacity, and proactively secure the supply of raw materials for sustainable development.
b) The Ministry of Industry and Trade shall take charge and cooperate with authorities to:
(1) Accelerate the approval and effective implementation of the VIII Electricity Planning and the implementation plan; promptly resolve difficulties and obstacles to ensure the timely commissioning of large power projects, important power grids, and absolutely prevent any power shortages (in case of power shortage, the Minister of Industry and Trade shall take responsibility).
(2) Closely monitor market developments, and proactively implement measures to balance supply and demand of petroleum products within jurisdiction, ensure a stable supply for production, business, and consumption in all situations.
c) The Ministry of Agriculture and Environment shall take charge and cooperate with authorities to research and propose new mechanisms, policies, and breakthroughs (including experimental and specific mechanisms or policies if necessary), establish a "green channel" mechanism for agricultural projects using high technology; support technology transfer and application in agricultural production and processing to enhance productivity, quality, and value-added of products.
5. Expand and diversify export markets and products, and supply chains; maximize domestic market penetration, promote tourism; enhance efforts to combat smuggling, trade fraud, counterfeit goods, and ensure the origin of goods
a) Ministries, authorities within their jurisdiction shall:
(1) Intensify the implementation of solutions to connect supply and demand, integrate production with distribution and consumption, encourage e-commerce platforms to promote the consumption of domestically produced goods and local products; continue organizing nationwide promotional programs, bringing goods to rural areas, remote and industrial zones.
(2) Direct the competent authorities to strictly control the origin of goods to minimize the impact of potentially unhealthy foreign investments, avoid customs duties that may affect our country's exports; enhance market management efficiency, combat smuggling, trade fraud, counterfeit goods; strictly enforce intellectual property laws and copyright regulations.
b) The Ministry of Industry and Trade shall take charge and cooperate with authorities to:
(1) Intensify trade promotion, effectively use the signed Free Trade Agreements (FTAs), expedite the conclusion of negotiations and initiate talks, sign new FTAs with potential markets such as the Middle East, Africa, Latin America, Central Asia, Eastern Europe, India, Brazil, etc; actively engage with US agencies to promote bilateral trade agreement negotiations, ensure a balanced, reasonable, and mutually beneficial outcome for both parties.
(2) Expand the network of overseas Vietnam Trade Offices and Vietnam Trade Promotion Agencies of Vietnam to support enterprises in trade connections and export promotion; proactively research and propose solutions to support sectors and enterprises in dealing with trade defense cases, adapting to new technical barriers from export partners to promote sustainable exports; report to the Government in the second quarter of 2025.
(3) Propose specific solutions to develop the domestic market, stimulate consumer demand, and promote the "Vietnamese prioritize using Vietnamese goods" campaign; report to the Prime Minister before April 15, 2025.
c) The Ministry of Construction take charge and cooperate with the Ministry of Finance and relevant authorities to urgently develop mechanisms and policies to promote the consumption of domestically produced construction materials, especially cement, iron, steel, etc. (especially researching and proposing a reduction in tax rates for clinker), report to the Government before April 15, 2025.
d) The Ministry of Culture, Sports and Tourism and local authorities shall boost tourism promotion, attract tourists, and stimulate demand for summer tourism in 2025; coordinate with the Ministry of Construction to develop an appropriate plan for managing airfare prices to promote domestic tourism, especially during the holidays of April 30th and May 1st.
6. Focus on developing science and technology, fostering innovation, and promoting emerging sectors to drive comprehensive national digital transformation; implement strong administrative reforms to effectively resolve challenges in production and business activities, enhance the competitiveness of the economy
a) Ministries, authorities within their jurisdiction shall:
(1) Focus on enhancing institutional structures, mechanisms, policies, and ensuring resources for the implementation of Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation, and national digital transformation in the second quarter of 2025; effectively implement the conclusions of the first meeting of the Steering Committee of the Government on the development of science, technology, innovation, digital transformation, and Project 06.
(2) Effectively implement Resolution No. 66/NQ-CP dated March 26, 2025 of the Government on approving the Program for reducing and simplifying administrative procedures related to production and business activities in 2025 and 2026; focus on reviewing, reducing, and simplifying administrative procedures related to production and business activities, business requirements, internal administrative procedures, decentralizing administrative procedure settlement, implementing administrative procedures independent of administrative boundaries at the provincial level, ensure the objectives and requirements in conformity with the organizational structure after restructuring and streamlining.
(3) Implement cohesively and effectively Decree No. 76/2025/ND-CP elaborating Resolution No. 170/2024/QH15 dated November 30, 2024 of the National Assembly on specific mechanisms and policies to resolve difficulties and obstacles related to projects, land in inspection conclusions, checks, and judgments in Ho Chi Minh City, Da Nang, Khanh Hoa. Continue to review and propose solutions to resolve difficulties for projects nationwide.
(4) Urgently negotiate and resolve issues in economic relations with major economies; focus on effectively resolving challenging programs and projects with partners, especially large programs and projects that partners are particularly interested in and align with Vietnam's needs. Continue to create favorable conditions for foreign enterprises to expand investment, transfer technology, and maintain supply chains in Vietnam; promote deeper involvement of Vietnamese enterprises in global production and supply chains.
b) The Ministry of Science and Technology shall take charge and cooperate with authorities to report to the head of the Steering Committee of the Government on science, technology, innovation, digital transformation, and Scheme 06 on the Action Plan for 2025 of the Steering Committee, the Working Regulations, and assign tasks to ensure clear personnel, tasks, progress, products, responsibilities and jurisdiction; complete before April 15, 2025.
c) The Ministry of Agriculture and Environment shall take charge and cooperate with the Ministry of Science and Technology, Ministry of Construction to review and propose to the Prime Minister to issue new directives and effectively implement existing strategies on researching, applying, and exploiting marine and underground spaces in the second quarter of 2025.
d) The Ministry of Finance shall take charge and cooperate with authorities to develop and report to the Government for amendments to Decree No. 85/2019/ND-CP dated November 14, 2019 on the implementation of administrative procedures under the national single-window system, ASEAN single-window system, and specialized inspections for exported and imported goods focusing on single-commodity management and inspection by a specialized agency, shifting from pre-inspection to post-inspection, and conducting all specialized management procedures through the national single-window portal.
7. Effectively and promptly implement social security policies, improve the quality of healthcare for the People, and enhance the quality of the workforce
a) Ministries and authorities, within their jurisdiction, shall accelerate the campaign to eliminate temporary and dilapidated houses nationwide, aim to achieve basic completion before October 31, 2025; utilize the 5% reduction in regular expenditures in 2024 to support the elimination of temporary and dilapidated houses in accordance with Decision No. 559/QD-TTg dated March 10, 2025 of the Prime Minister.
b) The Ministry of Finance shall take charge and cooperate with the Ministry of Construction and relevant authorities to report to the Prime Minister to establish the National Social Housing Fund before April 15, 2025, and allocate funds to support housing for revolutionary contributors and families of martyrs as soon as they are approved by the competent authorities.
c) The Ministry of Health shall review, supplement, and complete the report to the Politburo on expansion of the scope of the national target program on population and development, which has been approved by the Politburo; pay attention to the healthcare for the People, preventive healthcare, grassroots healthcare to meet the requirements for improving the physical and mental health, stature, longevity, and quality of life of the Vietnamese people.
d) The Ministry of Culture, Sports and Tourism shall urgently complete the feasibility study report on the national target program on cultural development for the period 2025-2035, submit it to the Prime Minister for review and approval in May 2025.
dd) The Ministry of Education and Training shall implement coherent and effective measures and policies to encourage and promote the training of high-quality human resources for priority sectors and emerging fields; research and develop policies to support investment in resources, assign tasks to institutions training high-quality human resources; propose the budget to support students studying in former Eastern European countries - the Soviet Union in April 2025; send 1,000 students to study in Russia.
8. Enhance national defense and security capabilities, uphold independence, sovereignty, and ensure political security, order, and social safety; strengthen efforts to prevent corruption, waste, and negativity; implement substantive and effective foreign affairs; prepare well for the celebration of significant national holidays
a) Authorities, within their jurisdiction, shall thoroughly prepare and organize well the commemorative activities for significant national holidays in April and May 2025, such as the 50th anniversary of the Liberation of the South and National Reunification, and the 135th anniversary of President Ho Chi Minh's birthday.
b) The Ministry of National Defense and Ministry of Public Security shall proactively conduct strategic research, grasp, evaluate, and forecast the situation, promptly provide advice to the Party and the State with principles and policies to handle situations successfully, ensure not to be surprised or strategically passive; ensure political security, order, and social safety, especially internal security, cultural-ideological security, information security, economic security, cybersecurity, social security, and security in strategic areas; ensure absolute safety for all important political, foreign affairs, cultural, and social events of the country.
c) The Ministry of Foreign Affairs shall take charge and cooperate with authorities to:
(1) Urgently develop and submit to the Government a plan to implement Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation and the guiding ideology of the General Secretary To Lam in his article "Striving in International Integration"; complete this plan by April 2025.
(2) Take charge and cooperate with the Ministry of Public Security and authorities to research a unilateral short-term visa waiver plan for citizens of certain European, Middle Eastern, Latin American countries, etc; report to the Prime Minister before April 20, 2025; expedite negotiations on bilateral visa waivers that have been agreed upon with partners.
d) The Government Inspectorate shall take charge and conduct specialized inspections on certain areas that are prone to significant losses and wastefulness to resolve wrongdoings; raise strong awareness and warnings to ministries and authorities in effectively managing and utilizing financial resources and public assets.
9. Continue to intensify communication and dissemination, especially in disseminating policies, inspiring, motivating, instilling belief, fostering social consensus, and creating new momentum for development.
Ministries, central authorities, local authorities, press agencies, and media organizations shall proactively promote communication and dissemination of Vietnam's efforts in enhancing cooperation with partners, especially major countries, comprehensive strategic partners, strategic partners, and comprehensive partners; focus on spreading positive information, commending good practices, new factors, role models, and good deeds; promote specialized communication programs on the major orientations and policies of the Party and State, achievements in socio-economic development, especially economic growth, inflation control, macroeconomic stability, the organizational restructuring revolution, scientific and technological development, innovation, digital transformation, and significant anniversaries in 2025, etc; combat and refute negative, malicious, false information, and distorted arguments propagated by hostile forces.
10. Regarding specific responsibilities of ministries and authorities: Each ministry and authority is responsible for tasks within their jurisdiction as prescribed in Appendix attached to this Circular.
III. Regarding the supplementary evaluation report on the implementation results of the socio-economic development plan in 2024 and the progress of the socio-economic development plan in 2025

IV. Regarding the supplementary evaluation report on the implementation of the state budget in 2024, the progress of implementation of the state budget in 2025

The Minister of Finance are responsible to formulating the report and submit it to the Standing Committee of the National Assembly, the National Assembly as authorized by the Prime Minister and on the behalf of the Government before April 20, 2025 or as prescribed by law; are accountable for statistics and contents of the report.
V. Regarding the report on consolidating and evaluating the implementation of Resolution No. 23/NQ-CP dated March 2, 2022 of the Government on the development of the economy in border areas in 2024
1. The Government approves the report on consolidating and evaluating the implementation of Resolution No. 23/NQ-CP dated March 2, 2022 of the Government on the development of the economy in border areas in 2024 prescribed in Document No. 2269/TTr-BKHDT dated February 28, 2025 of the Ministry of Finance. The Ministry of Finance shall submit Document No. 2269/TTr-BKHDT dated February 28, 2025 to the ministries and relevant authorities for research and implementation.
2. Ministries, authorities and local authorities in border areas shall:
a) Thoroughly and strictly carry out the tasks, solutions, information and reporting regime as prescribed in Resolution No. 23/NQ-CP dated March 2, 2022 of the Government.
b) Study and plan the key tasks for 2025, proposals and recommendations of the Ministry of Finance in Document No. 2269/TTr-BKHDT to carry out within their jurisdiction and in accordance with the law; promptly report, propose, and report to the Ministry of Finance for consolidation and report to the competent authority on issues that exceed the jurisdiction.
The Office of the Government shall monitor, urge, consolidate, and report to the Government and the Prime Minister on the results of the implementation of this Resolution./.

SPECIFIC TASKS OF MINISTRIES AND AUTHORITIES IN APRIL, 2025
AND IN THE FUTURE
(Attached to Resolution No. 77/NQ-CP dated April, 10, 2025 of the
Government)
1. People’s Committees of provinces and central-affiliated cities shall implement following key tasks:
a) Proactively review, study, and adjust regulations on the organization of local government, officials, inspection, planning, issuance of legislative documents, state budget, public investment, construction, land, planning, and plans, etc based on a non district-level local government for immediate implementation of restructuring the organizational apparatus after being reviewed and approved by the competent level, ensure the completion before June 30, 2025.
b) Proactively cooperate in advance to unify the related policies on the merger and promote solutions to boost socio-economic development; promote the sense of responsibility, courage to think and act among officials and party members in the context of restructuring organizational apparatus and administrative boundaries, combating negativity and "degeneration of political ideology ".
c) Ensure the progress of disbursement of public investment funds for each project according to the monthly plan, especially for key projects identified as the driving force for national, regional, and local growth in 2025, in order to quickly inject capital into the economy and efficiently exploit the infrastructure to boost economic growth. Enhance discipline and strictness in disbursing public investment funds; strictly handle organizations and individuals intentionally causing difficulties, hindering, delaying the disbursement of investment capital in accordance with the law; resolutely deal with negative behaviors and corruption in public investment management; promptly replace individuals lacking capacity, afraid of making mistakes, afraid of responsibilities, blaming, and avoiding duties when performing official tasks.
d) Focus on implementation of the inventory to identify sources of air pollution, establish a database of emissions connected to the Ministry of Agriculture and Environment's database; invest in connecting automatic, continuous, and periodic air quality monitoring stations with the ability to increase frequency during transitional seasons, transmitting data to the management agencies. The People's Committees of Hanoi and Ho Chi Minh City shall urgently implement tasks and solutions to resolve pollution issues to achieve the target of air quality index (AQI) within safe levels for human health within the next 5 years in accordance with the directive of Deputy Prime Minister Tran Hong Ha in the Announcement No. 153/TB-VPCP dated April 3, 2025.4
dd) Closely monitor the seasonal schedule for each crop season; direct local authorities to monitor and gather information on the trade and export of rice, market trends for pork in order to promptly resolve issues and provide information to relevant ministries and central authorities to support management, production, and export activities. Enhance market management efforts; increase inspection, monitoring, and supervision of the trading activities of intermediary enterprises and traders to prevent price manipulation and unfair competition among enterprises.
e) Direct the competent authorities to resolutely and effectively implement practical measures to prevent and combat fraud and asset misappropriation crimes, especially crimes using high technology and exploiting cyberspace; innovate dissemination in conformity with the specific characteristics of each province, prioritize investment, provide financial support, and equip modern technology for the forces directly engaged in combating high-tech crime.
g) Implement the restructuring of processes and utilize digitized data to reduce the requirement for citizens and enterprises to present or submit declared and digitized information and documents; prioritize research to utilize digitized land data to streamline administrative procedures related to residence registration. District-level and commune-level administrative units that have completed digitization must put it into operation by the second quarter of 2025.
h) Ensure the effective implementation of social security work to guarantee people's livelihoods. Continue to accelerate the implementation of the Scheme to build at least 1 million social houses in each province as directed by the Prime Minister, and the local housing development programs and plans.
i) The People's Committee of Ho Chi Minh City shall conduct a study to develop a plan for a railway line connecting Long Thanh International Airport with Tan Son Nhat International Airport, and report this plan to the Prime Minister in April 2025.
k) The People's Committee of Hanoi shall take charge and cooperate with the Ministry of Construction and relevant ministries and authorities to lead the completion of legal procedures for the groundbreaking of the Tu Lien Bridge project on May 19, 2025, and the Tran Hung Dao Bridge and Ngoc Hoi Bridge during the celebration of the 80th anniversary of the August Revolution and National Day in 2025 (August 19, 2025, and September 2, 2025).
l) The People's Committee of Da Nang City and the Ministry of Finance, within their jurisdiction, shall complete and submit to the competent authority the plan to establish the Da Nang Free Trade Zone in accordance with Resolution No. 136/2024/QH15 dated June 26, 2024, of the National Assembly on urban government organization and the piloting of special mechanisms and policies for the development of Da Nang City, and Decision No. 1088/QD-TTg dated October 2, 2024 of the Prime Minister on the assignment of tasks for the implementation of Resolution No. 236/2024/QH15.
2. The Ministry of Finance shall take charge and cooperate with authorities to:
a) Stay informed about the situation of FDI enterprises when the United States adjusts its reciprocal tariff to find appropriate and timely solutions; continue to expand and improve the Working Group mechanism with strategic investors, and effectively implement the Investment Support Fund to attract large-scale, high-tech projects; research and establish a "National Investment Single Window," and report to the Prime Minister in April 2025.
b) Urgently develop and submit to the competent authority financial and special income mechanisms for authorities before April 15, 2025.
c) Complete the plan for allocating central budget revenue increases in 2024 as directed by the Government and Government leaders, ensure a plan with clear priorities, report to the competent authority before April 15, 2025.
d) Take charge and coordinate with the Economic and Finance Committee of the National Assembly and relevant agencies to explain, receive feedback, and revise the draft amended Law on Excise Tax with an appropriate timeline for adjusting excise taxes in the context of the United States adjusting its reciprocal tariff. Continue researching and proposing policies for tax exemptions, reductions, extensions, fees, and charges to support enterprises and citizens, report to the competent authority in April 2025.
dd) Research and amend the Law on Investment to expand the regulated entities and scope of special investment procedures for all investment projects in industrial zones and economic zones; submit the Decree on tax management for e-commerce business activities, digital platforms of household businesses, and individual businesses to the Government; complete these tasks in the second quarter of 2025.
e) Urgently resolve outstanding or incomplete tasks, especially resolving obstacles and difficulties after receiving feedback from the 18 conglomerates and corporations affiliated to the Ministry of Finance working as the state regulatory authority and state owner’s representative in the enterprise; report any matters exceeding authority to the competent authority; report to the Prime Minister on the plan for handling the Tisco 2 Project after resolving the contract dispute with the Chinese contractor MCC.
g) Urgently finalize the Scheme for establishing the enterprise database; report to the Prime Minister in the second quarter of 2025 in accordance with directions of the Government leaders in Official Dispatch No. 579/TB-VPCP dated December 31, 2024.
h) Urgently allocate additional funds for interest subsidies and management fees in a timely manner within the mid-term public investment plan for the 2021-2025 period and annual public investment plan (in 2024 and 2025) for any outstanding interest subsidies and management fees incurred during the 2021-2025 period; ensure sufficient allocation for interest subsidies and management fees within the mid-term public investment plan for the 2026-2030 period for the Vietnam Development Bank as prescribed by law; complete the draft Decree of the Government on the organization and operations of the Vietnam Development Bank.
i) Take charge and cooperate with the Government Inspectorate to propose the streamlining of the Steering Committee of the Government on anti-corruption, anti-waste, and anti-negativity, and report to the Prime Minister in April 2025.
k) Continue implementing measures to enhance the effectiveness of the National Single Window mechanism, the ASEAN Single Window mechanism, and connect data exchange for customs declarations with China to facilitate pre-clearance decisions for goods.
l) Urgently take charge and coordinate with relevant ministries and authorities to guide Quang Ninh province in completing the pilot Scheme for mechanisms and policies for the development of the Van Don economic zone; report to the Government for report to the competent authorities for consideration and decision.
m) Develop growth scenarios for the second quarter and following quarters of 2025, update those information into the draft Resolution to replace Resolution No. 01/NQ-CP dated January 8, 2025 of the Government; submit it to the Government before April 15, 2025.
n) Take charge and coordinate with the People's Committee of Ho Chi Minh City to conclusively resolve the anti-flooding project due to tidal surges in the Ho Chi Minh City with consideration of climate change in April 2025 to commemorate the 50th anniversary of the Liberation of the South and National Reunification.
3. The State Bank of Vietnam shall take charge and cooperate with authorities to:
a) Continue to vigorously implement the restructuring and handling of bad debts to ensure the completion of the goals and tasks set in the Project for restructuring the system of credit institutions and handling bad debts for the period of 2021 - 2025.
b) Review and conclusively resolve the proposals of foreign banks, especially in supporting the establishment of branches and conversion into local judicial persons of Korean banks in Vietnam; research and propose appropriate solutions to encourage foreign banks to actively and effectively participate in the process of handling bad debts and restructuring weak credit institutions in Vietnam in accordance with the directives of the Prime Minister in Official Dispatch No. 22/CD-TTg dated March 9, 2025.
c) Closely monitor the gold market and implement solutions to stabilize the gold market in accordance with the law; urgently draft and submit to the competent authority the Decree on amendments to Decree No. 24/2012/ND-CP dated April 3, 2012 on the management of gold business activities by June 2025.
4. The Ministry of Industry and Trade shall take charge and cooperate with authorities to:
a) Cooperate with relevant ministries and authorities to proactively implement comprehensive and coordinated solutions to promote harmonious and sustainable trade relations with China, the United States, and other major partner countries. Continue to urge countries to cancel restrictions and controls on the export of high-tech products, recognize Vietnam's market economy policy; enhance trade defense measures, promptly investigate and prevent unfair competition practices from countries affected by the reciprocal tariff of the United States.
b) Organize the connection of domestic enterprises to participate in the supply chain of foreign-invested enterprises in Vietnam and multinational corporations, global large enterprises; enhance Vietnam's cooperation in sub-regional mechanisms to leverage assistance from partners and access new markets for Vietnamese goods.
c) Take charge and cooperate with the Ministry of Construction and relevant authorities to urgently develop and report to the Government for review and approval the Plan for the development of the railway industry; complete by June 2025.
d) Urgently conduct research and propose amendments to Decree No. 56/2025/ND-CP dated March 3, 2025 elaborating certain articles of the Law on Electricity regarding electricity development planning, power grid development plans, investment in power projects, and selection of investors for electricity business projects; complete before April 15, 2025.
dd) Conduct research and propose the draft Law on Manufacture of key industrial products to the Government for submission to the National Assembly to add it in the law and ordinance formulation program in 2025; report to the Government in the third quarter of 2025.
5. The Ministry of Agriculture and Environment shall take charge and cooperate with authorities to:
a) Focus on directing and guiding local authorities to immediately identify sources of air pollution; organize inventory, build databases on sources of pollution; develop a national plan on air quality management for the period 2026 - 2030, which includes specific annual targets; assign specific responsibilities, and set quotas for central and local authorities such as targets for economic and social development.
b) Urgently complete and submit to the competent authorities the dossier for adjusting the national land use plan for the period 2021 - 2030, with a vision towards 2050 as directed by Deputy Prime Minister Tran Hong Ha in Announcement No. 154/TB-VPCP dated April 4, 2025 from the Office of the Government.
c) Promote the development of the by-product materials industry to increase the value of agricultural products, establish a new raw materials industry, and create new competitive advantages for the agricultural economy.
d) Cooperate with relevant agencies to propose the application of special mechanisms in issuance of licenses for mining common construction materials for projects; submit to the Government in April 2025.
dd) Enhance monitoring, warning, and weather forecasting; provide guidance, urge, and inspect each province to proactively respond to natural disasters, especially landslides, droughts, saltwater intrusion; intensify forest fire prevention and control, especially in high-risk areas and regions where forest fires occur annually.
e) Focus resources on implementing the project for comprehensive survey and assessment of rare-earth element potential on the territory of Vietnam (phase 1); complete and report to the competent authorities in accordance with the approved plan.
6. The Ministry of Construction shall take charge and cooperate with authorities to:
a) Complete and submit to the Government the resolutions of the Government to implement Resolution No. 172/2024/QH15 of the National Assembly on the investment guidelines for the North-South high-speed railway project and Resolution No. 187/2025/QH15 of the National Assembly on the investment guidelines for the construction of Lao Cai - Ha Noi - Hai Phong railway line; complete before April 15, 2025; take charge and cooperate with the Ministry of Finance and relevant authorities to review policies on mobilizing large conglomerates and corporations to participate in investing and developing the railway system.
b) Review and absorb the opinions and assessments of the Ministry of Justice, urgently complete the draft Law on amendments to the Law on Planning, submit to the Government for submission to the National Assembly at the 9th session.
c) Cooperate with local authorities to completely solve difficulties related to the material supply for expressway projects such as Can Tho - Ca Mau, Bien Hoa - Vung Tau; intensify on-site inspections, promptly resolve issues during the implementation of projects, especially projects of national significance, key projects, and projects scheduled for completion in 2025.
d) Research and propose to the competent authorities for consideration of special mechanisms and policies for the development of social housing; allow foreign enterprises and organizations to purchase or rent social housing for workers and employees as directed by the Prime Minister in Official Telegram No. 22/CD-TTg dated March 9, 2025.
dd) Urgently review, research, and develop national technical regulations on management, treatment, and recycling of construction waste into raw materials for other production activities; research and propose preferential mechanisms and policies to support the collection, treatment, and recycling of construction waste into raw materials for other production activities.
e) Take charge and cooperate with the Ministry of Finance, Ministry of Agriculture and Environment, Ministry of Industry and Trade, People's Committees of Dak Lak province and Hai Phong City, and relevant authorities to resolve difficulties and obstacles in the implementation of transportation infrastructure projects based on the reports from local authorities; complete them by April 2025.
7. The Ministry of Culture, Sports and Tourism shall take charge and cooperate with authorities to:
a) Develop a draft Directive of the Prime Minister on the entertainment industry; report to the Prime Minister by May 2025.
b) Complete the draft Strategy for the development of Vietnam's cultural industries for the new period; submit to the Prime Minister in the third quarter of 2025.
8. The Ministry of Science and Technology shall take charge and cooperate with authorities to:
a) Collect opinions from Government members, complete the draft Decree elaborating certain articles of Resolution No. 193/2025/QH15 of the National Assembly on piloting special mechanisms and policies for breakthroughs in the development of science, technology, innovation, and digital transformation to ensure quality and timelines in accordance with requests and directives of the Prime Minister.
b) Complete the report on the results of implementation of Resolution No. 189/NQ-CP dated November 16, 2023 of the Government on the Action Program to implement Resolution No. 36-NQ/TW dated January 30, 2023 of the Politburo on the development and application of biotechnology for sustainable development of the country in the new situation; submit to the Government before April 15, 2025.
c) Effectively implement the Strategy for the development and application of space science and technology until 2030, which was approved by the Prime Minister in Decision No. 169/QD-TTg dated February 4, 2021.
d) Take charge and cooperate with the Ministry of Finance to focus on drafting a Decree on certain aspects of innovation and creative startups, submit it to the Government in April 2025; develop and submit to the competent authority for approval of the list of strategic technologies of Vietnam in the second quarter of 2025.
9. The Ministry of Health shall take charge and cooperate with authorities to:
a) Urgently complete the draft Decision on amendments to Decision No. 1286/QD-TTg dated December 25, 2022 of the Prime Minister on the Program to ensure the vaccine supply for vaccination until 2030; submit to the Prime Minister before April 15, 2025.
b) Focus on completing the draft Government’s Decree on amendments to certain provisions of Decree No. 15/2018/ND-CP dated February 2, 2018 on implementation of the Law on Food Safety, and the draft Government’s Decree on amendments to certain articles of Decree No. 09/2016/ND-CP dated January 28, 2016 on fortifying nutrients in food; submit to the Government before April 15, 2025.
10. The Ministry of Education and Training shall take charge and cooperate with authorities to:
a) Review and complete the documents to submit to the Politburo for approval of the national target program on education and training development for the period 2026-2030 in accordance with the Party's direction in Resolution No. 29-NQ/TW dated November 4, 2013 of the Central Committee and Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo on comprehensive and fundamental education and training reform in accordance with the guidelines of the Standing Committee of party committee of the Government in Notification No. 01-TB/DU dated April 2, 2025; report to the Prime Minister before April 15, 2025.
b) Actively prepare the necessary conditions to organize the High School Graduation Examination and University and Vocational Education Entrance Exam in 2025 to ensure fairness, transparency, safety, and quality.
11. The Ministry of Home Affairs shall take charge and cooperate with authorities to:
a) Guide and urge the provinces and central-affiliated cities to develop a plan for restructuring commune-level administrative units, and merging province-level administrative units, submit it to the Ministry of Home Affairs for inter-sectoral evaluation and submit to the Government for submission to the National Assembly and the Standing Committee of the National Assembly within prescribed timeline set by the Politburo and the Central Steering Committee; prepare to organize the National Conference to implement the restructuring of province-level administrative units and restructuring of grassroots-level administrative units in April 2025.
b) Promptly and effectively implement support measures for employees facing difficulties due to the contraction of business, production, and export activities of enterprises; ensure a balance between labor supply and demand, meet market demands, business needs, and ensure employment for employees.
c) Research and provide recommendations to launch the nationwide emulation movement for innovation, digital transformation, and popularizing digital learning in accordance with Prime Minister's conclusion in Announcement No. 576/TB-VPCP dated December 27, 2024.
d) Urgently report on the summary of the Project for the construction and implementation of the Plan to achieve the objectives of the ASEAN socio-cultural community by 2025 in 2024 (Project 161); emphasize proposing appropriate solutions within jurisdiction and regulations for the upcoming period; report to the Prime Minister before April 15, 2025.
12. The Ministry of Justice shall take charge and cooperate with authorities to:
a) Take charge and cooperate with ministries and authorities to complete the contents related to amendments to certain articles of the Constitution and promptly submit to the Politburo for consideration and issuance of a Resolution on innovating the construction and enforcement of laws to meet the country's development requirements in the new era. This shall serve as the political foundation for the effective institutionalization and organization of law construction and enforcement activities.
b) Urge ministries and authorities to review and propose law bills, ordinances, resolutions included in the Legislative Program in 2025 and prepare for the Legislative Program in 2026 to consolidate and report to the Government for submission to the Standing Committee of the National Assembly for consideration and decision in accordance with the Law on Promulgation of Legislative Documents in 2025. This includes the construction and submission of law bills, resolutions to the Government for submission to the National Assembly for approval at the 9th session as directed by the competent authority.
c) Take charge and cooperate with relevant authorities to prepare the dossier and submit to the Prime Minister for the dissolution of the Prime Minister's Task Force on reviewing legislative documents (established under Decision No. 236/QD-TTg dated February 12, 2020) in accordance with the law after completing the tasks prescribed in the Task Force's 2024 action plan to avoid duplication, streamline processes, and enhance the effectiveness and efficiency of reviewing legislative documents.
13. The Ministry of National Defense shall take charge and cooperate with authorities to:
a) Maintain strict combat readiness, manage, and protect sovereignty, territory, and economic development activities at sea; closely manage airspace, maritime areas, borders, inland territories, key areas, and cyberspace; proactively prevent, detect, prevent, and promptly advise on handling situations, avoid being passive and caught off guard; cooperate with security forces to maintain public order and ensure the safety of the country's important political events.
b) Proactively and effectively resolve non-traditional security challenges; develop and train response plans, readiness to respond, mitigate the consequences of natural disasters, epidemics, search and rescue operations; prevent illegal, unreported and unregulated exploitation of marine resources.
c) Organize joint training and the military parade in the celebration of the 50th anniversary of the Liberation of the South and National Reunification.
14. The Ministry of Public Security shall take charge and cooperate with authorities to:
a) Perform well in forecasting and proactively grasp the situation to promptly advise the Party and State leaders on strategies and solutions to ensure national security and interests. Ensure internal political security, cultural and ideological security, economic security, labor security, and cybersecurity; strictly handle speculative activities, price increases, and dissemination of false information, especially in the context of the United States imposing reciprocal tariff on Vietnam, which causes complexities in security, disorder, economic instability, and affects the investment environment to maintain market confidence and stabilize people's lives. Ensure the absolute safety of key targets, important facilities, political, cultural, and social events of the country, international delegations, international conferences held in Vietnam, activities of Party and State leaders with a focus on the commemorative activities of the 50th anniversary of the Liberation of the South and National Reunification.
Take charge and cooperate with Ministry of National Defense, Ministry of Finance, Ministry of Science and Technology, Ministry of Culture, Sports and Tourism and the State Bank of Vietnam in enhancing personnel, resources, and measures to vigorously prevent, combat and handle activities using advanced technology on cyberspace to deceive and misappropriate assets.
c) Focus on fire prevention and fighting, promptly resolve difficulties and obstacles in fire prevention and firefighting for the people, organizations, and enterprises; enhance dissemination and guidance on fire prevention, firefighting skills, search and rescue for the people.
d) Accelerate the progress of the tasks in Project 06, especially in completing the database, connecting and integrating data, and reducing administrative procedures. Focus on driving tasks related to the digital government, digital products and services related to the people and enterprises on the national database on population, identification, and electronic authentication.
15. The Ministry of Foreign Affairs shall take charge and cooperate with authorities to:
a) Proactively and effectively implement synchronized diplomacy in 3 fields: Party diplomacy, State diplomacy, and People diplomacy; prepare well for the diplomatic activities of Party and State leaders; promote deep, stable and sustainable relationships with countries and; continue to implement elevated partnership frameworks and maintain the momentum of developing relationships with major partners.
b) Urgently promote high-level visits, various forms of exchanges, diverse and flexible contacts at all levels and channels; create a favorable environment to enhance more effective cooperation in all areas, especially in economics, trade, investment, science and technology, innovation, digital transformation, and green transformation.
c) Actively participate and make substantial contributions at international and regional multilateral forums to enhance the reputation and position of the country; intensify economic diplomacy and international economics at all levels, especially at high levels.
d) Effectively and promptly implement diplomatic information, cultural diplomacy, consular affairs, citizen protection, and overseas Vietnamese affairs, especially in areas affected by war or natural disasters.
16. The Ministry of Ethnic and Religious Affairs shall take charge and cooperate with authorities to:
a) Focus on effectively implementing ethnic policies and promoting the national target program for socio-economic development in ethnic minority and mountainous areas. Coordinate with local authorities to efficiently implement the plan to eradicate temporary and dilapidated houses nationwide by 2025.
b) Take charge and cooperate with relevant ministries, authorities, People's Committee of Ho Chi Minh City, Vietnam Buddhist Sangha to successfully organize the Vesak in 2025 in Vietnam.
17. The Government Inspectorate shall take charge and cooperate with authorities to:
a) Urgently implement Decision No. 44/QD-TTg dated March 28, 2025 of the Prime Minister on issuance of the plan to implement the conclusions of the General Secretary To Lam in Announcement No. 142-TB/VPTW dated March 20, 2025 of the Central Office of the Communist Party of Vietnam on handling prolonged and escalated complaints and denunciations to the central level in Ha Noi.
b) Implement the plan to carry out Conclusion No. 134-KL/TW dated March 28, 2025 of the Politburo, and the Central Secretariat on the project to establish a streamlined, strong, efficient, and effective inspectorate system.
18. The Office of the Government shall take charge and cooperate with ministries and authorities to formulate and submit to the Government a Decree on amendments to Decree No. 61/2018/ND-CP dated April 23, 2018 of the Government on implementing the single-window system and the interlinked single-window system in administrative procedures, and Decree No. 107/2021/ND-CP dated December 6, 2021 of the Government on amendments to some articles of Decree No. 61/2018/ND-CP ; complete before June 30, 2025.
19. Vietnam Television, Voice of Vietnam, Vietnam News Agency, the Government's website, and other media agencies shall continue to intensify proactive, comprehensive, timely, and effective dissemination of information and communication on Party and State leaders' directives, resolutions, policies, domestic and foreign affairs; and on rigorous and resolute management and direction from the Government and the Prime Minister in organizing the implementation of tasks to promote the country's socio-economic development, especially the ongoing restructuring of administrative units nationwide. They shall enhance the quality of dissemination information on the positive socio-economic results in the first quarter of 2025; highlight the Government's efforts to promote breakthrough growth, administrative procedure reform, development of the private sector, and attraction of foreign investment. They shall boost the dissemination of cultural and celebratory activities on national and local holidays and anniversaries throughout the month, especially commemorating the 50th anniversary of the Liberation of the South and National Reunification. They shall spread positive information about scientific and technological achievements and exemplary leaders in the innovation process. They shall identify and commend new talents, good deeds, and minimize negative and conflicting information in public opinions.
20. The Ministry of Finance shall review and consolidate a list of ministries and authorities that have not completed the disbursement of public investment capital in 2024. This list shall be sent to the ministries and authorities for them to carry out self-assessment and review the 2024 evaluation results, including assessing the completion level of tasks and the quality ranking of officials, especially those in leadership positions who have not fulfilled the disbursement of public investment capital in 2024. The Ministry of Finance shall send the re-evaluation results to the Ministry of Home Affairs for consolidation and report to the competent authorities for consideration and decision. This task shall be completed in April 2025.
21. Ministries and authorities shall urgently review and consolidate the list of large and important projects in sectors and provinces that meet the requirements for groundbreaking or inauguration to celebrate the 50th anniversary of the Liberation of the South and National Reunification. This list shall be sent to the Office of the Government for consolidation and report to the Prime Minister before April 12, 2025 in accordance with Official Telegram No. 33/CD-TTg dated April 7, 2025./.
