Circular No. 03/2025/TT-BNNMT dated May 16, 2025 on amendments to Circular No. 25/2024/TT-BNNPTNT promulgating Lists of approved and prohibited plant protection chemicals in Vietnam

CIRCULAR

AMENDMENTS TO CIRCULAR NO. 25/2024/TT-BNNPTNT DATED DECEMBER 16, 2024 OF MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT PROMULGATING LISTS OF APPROVED AND PROHIBITED PLANT PROTECTION CHEMICALS IN VIETNAM

Pursuant to the Government’s Decree No. 35/2025/ND-CP dated February 25, 2025 defining functions, tasks, authority and organizational structure of the Ministry of Agriculture and Environment of Vietnam;

Pursuant to the Law on Plant Protection and Plant Quarantine dated November 25, 2013;

At the request of the Director of the Plant Production and Protection Department;

The Minister of Agriculture and Environment of Vietnam promulgates a Circular providing amendments to Circular No. 25/2024/TT-BNNPTNT dated December 16, 2024 of Minister of Agriculture and Rural Development promulgating Lists of approved and prohibited plant protection chemicals in Vietnam.

Article 1. Amendments to Circular No. 25/2024/TT-BNNPTNT dated December 16, 2024 of Minister of Agriculture and Rural Development on Lists of approved and prohibited plant protection chemicals in Vietnam, including:

1. Lists of products whose information on trade names and applicants is changed - Appendix I enclosed herewith:

a) List of products whose information on applicants is changed: 39 active ingredients, 44 trade names;

b) List of products whose information on trade names is changed: 01 active ingredient, 01 trade name.

2. List of plant protection chemicals added to the List of permitted plant protection chemicals in Vietnam - Appendix II enclosed herewith, including:

a) Pesticides: 132 active ingredients, 189 trade names;

b) Fungicides: 112 active ingredients, 136 trade names;

c) Herbicides: 32 active ingredients, 60 trade names;

d) Plant-growth regulators: 05 active ingredients, 07 trade names;

dd) Rodenticides: 05 active ingredients, 07 trade names;

e) Snailicides: 01 active ingredient, 02 trade names;

g) Termiticdes: 03 active ingredients, 03 trade names;

h) Warehouse disinfectants: 01 active ingredient, 01 trade name;

i) Preservatives for agricultural products: 01 active ingredient, 01 trade name.

3. HS codes of the plant protection chemicals specified in clause 1, clause 2 of this Article shall comply with Section 23, Section 24 of Appendix I enclosed with the Circular No. 01/2024/TT-BNNPTNT dated February 02, 2024 of the Minister of Agriculture and Rural Development promulgating HS codes of commodities under management of the Ministry of Agriculture and Rural Development and list of imports and exports subject to specialized inspection in the field of agriculture and rural development.

Article 2. Effect

This Circular comes into force from July 02, 2025.

Article 3. Responsibility for implementation

1. The Director of the Plant Production and Protection Department, heads of the Ministry’s affiliated units, Directors of Departments of Agriculture and Environment of provinces and central-affiliated cities, and relevant organizations and individuals shall be responsible for implementation of this Circular.

2. Any difficulties that arise during the implementation of this Circular should be promptly reported to the Ministry of Agriculture and Environment of Vietnam (via the Plant Production and Protection Department) for consideration./.
